On June 4, 2026, at the XXIX St. Petersburg International Economic Forum (SPIEF-2026), the Moscow Exchange and the National Center for Development R.F. (part of the VEB.RF group) signed a cooperation agreement in the field of infrastructure financing.

At the official signing ceremony, Elena Kuritsyna, Senior Managing Director for Work with Issuers and Authorities of the Moscow Exchange, and Elena Bardasheva, Deputy General Director of the Research and Development Center RF, participated.

The trading platform and the national center agreed to jointly attract market investments into infrastructure projects, provide expert assistance to issuers and organizers at the stage of preparation and placement of concession bonds, as well as increase the accessibility of this instrument.

In addition, the agreement provides for the preparation of proposals to improve the regulatory framework in the field of public-private partnership and the holding of events with market participants and government representatives dedicated to the financing of concession projects.

“We are combining the infrastructural capabilities and expertise of the Moscow Exchange with the resources of the Razvivaĭ.RF center for broader application of concession bonds. This is more than a financial instrument – it is a powerful mechanism capable of attracting “long-term” money for the construction and modernization of roads, schools, hospitals, airports – everything our citizens use every day. As part of the cooperation, we will create a more transparent investment environment for issuers, investors, placement organizers, and all interested market participants.”Our overall goal is not just to increase the number of placements, but also to improve the quality of concession financing in Russia.

“We are focused on the systematic implementation of a long-term financing model for concession projects. We expect that with the support of the Moscow Exchange, we will be able to make concession projects clear, transparent, and attractive to investors in the capital market. Joint work on forming an information environment and expert support for issuers will help bring this instrument to a qualitatively new level.”

The Moscow Exchange is the largest Russian exchange, the only multifunctional platform in Russia for trading stocks, bonds, derivatives, currency, money market instruments, and commodities. The “Moscow Exchange” group includes the central depository, as well as a clearing center that performs the functions of a central counterparty in the market, which allows the Moscow Exchange to provide clients with a complete cycle of trading and post-trading services.

The National Center Razvivai.RF (WEB.RF group) has been performing an expert and methodological function in the field of public-private partnership (PPP) for more than 15 years. The assessment of PPP activity and effects is part of the unified resource of comprehensive analytics of quality of life in cities, which WEB develops based on Razvivai.RF. In 2025, it was updated taking into account national development goals, quality of living environment indicators of the Ministry of Construction of Russia, and international comparability, including cities of BRICS countries. The number of cities in the system increased to 270.
