Deputy Prime Minister Alexander Novak spoke during the opening session of the XXIX St. Petersburg International Economic Forum “Pragmatic Dialogue – The Path to a Stable Future.” The event was also attended by the First Deputy Prime Minister of Vietnam Pham Xa Tuk, the First Vice Prime Minister of Myanmar Nyo So, the First Deputy Chairman of the Cabinet of Ministers of Kyrgyzstan Daniyar Amangeldiev, and the Executive Director of the Secretariat of the Asia-Pacific Economic Cooperation Eduardo Pedrosa.
Alexander Novak noted that pragmatic dialogue means the logic of mutual benefit, partnership, aimed at the development of economic growth. And this is especially important in a situation of cardinal changes in the world. “One of the significant challenges we see today is associated with the change in the structure of the world economy. The economic global center is shifting, primarily to the Asia-Pacific region, to Eurasia.”The figures speak for themselves: if 30 years ago the share of the countries of the “G7” accounted for 45% of the global GDP, and the share of the BRICS countries was about 22%, then today the share of the BRICS countries has already grown to 40%, while the share of the “G7” has decreased to less than 30%. The gap is widening: those who previously dominated the global economy are now losing their role. New leaders of global economic growth are building relationships, trading directly, forming logistical chains, and new routes. This is the pragmatic foundation,” emphasized the deputy prime minister.
Fam Zia Tuk noted that the growth of the global economy is slowing, and supply chains continue to restructure due to various conflicts, instability in the security sphere, climate problems, and population aging. “During periods of deep global shocks, dialogue and cooperation have always been a way to overcome disagreements, strengthen trust, and create new driving forces for development.”To ensure a stable future, it is necessary to provide cooperation in three main areas: strengthening cooperation and connections between countries, adaptation to rapid changes in science and technology, increasing self-sufficiency and the ability to respond to global challenges. All this precisely requires closer cooperation between countries on the issues of advanced technologies, exchange of experience, forecasting, financial support,” said Pham Xya Tuk.
Geopolitical tension, issues of energy security, and protectionist measures are the cause of problems in the global economy, according to Nye So. “Economic progress must be balanced with environmental preservation and social sustainability. Thanks to mutual trust, transparency, and practical cooperation, we can build a stable, prosperous, and sustainable future for all,” noted Nye So.
Daniyar Amangeldiev said that the world is becoming more regional, and it is precisely large integration spaces that gain additional advantages for development. At the same time, the most important resource remains the people themselves. “Our task now is not just to achieve high indicators, but to ensure quality economic growth, create modern productions, increase labor productivity and, undoubtedly, develop technologies, achieve sustainable population growth,” emphasized Daniyar Amangeldiev.
Eduardo Pedrosa noted that from the point of view of ATES, there are reasons to still have confidence that international cooperation can bring its fruits. “The challenges the world faces today are not something completely new. But fragmentation should not isolate countries in themselves, and this is yet another reminder of the importance of cooperation and coordination between countries. New opportunities are hidden in problems, and cooperation should prevail over disagreements,” said Eduardo Pedrosa.
At the beginning of the first day of SPIEF, Alexander Novak also held a series of international meetings.
With the Secretary General of the Forum of Gas Exporting Countries, Philip Mshlebil, the parties discussed prospects for the development of the gas industry, cooperation within the framework of GECF, and the implementation of large investment and research projects based on the forum. The significance of the GECF as a unique intergovernmental organization was emphasized, providing an opportunity to jointly develop measures aimed at promoting the role of natural gas in the global energy resources market.
Interaction with Vietnam in the energy sector was noted as one of the key directions of the comprehensive bilateral strategic partnership in the framework of talks with the First Deputy Prime Minister of the Socialist Republic of Vietnam, Pham Gia Tuc. In addition to prospects for cooperation in the fuel and energy sectors, the parties also touched upon interaction in the financial-banking and investment spheres.
At the meeting with OPEC Secretary General Haitham al-Ghais, issues of global energy security, prospects for cooperation between OPEC and non-OPEC countries, efforts to ensure long-term stability and predictability in the hydrocarbon market were discussed. The parties emphasized the necessity of building a new architecture of global energy security based on the availability, reliability, and uninterrupted supply of energy and energy resources.
