Shanghai: Advancing the “Warm Renovation” of Elderly Care Institutions

In recent years, Shanghai has been making efforts to improve the professionalism of services for the elderly and modernize existing institutions for elderly care.

According to the “Action Plan for Improving the Quality of Elderly Care Institutions in Shanxi (2025-2027)”, Shanxi is fully implementing the “Warm Renovation” program. By 2027, basic elderly care institutions that have been operating for more than 10 years will undergo comprehensive repairs of living rooms, updates or additions of items, furniture and equipment convenient for the daily lives of elderly people, creating a home-like living environment. The proportion of double rooms in elderly care institutions will reach 40%, the share of specialized beds for elderly with limited mobility will reach 70%, and the total number of specialized beds for elderly with cognitive impairments will reach 20,000.

Shanghai is striving to transition elderly care services from “basic provision” to “quality improvement,” making elderly care in the metropolis warmer.
