Astana, June 3 /Xin Hua/ — The head of the administration of the Special Administrative Region (SAR) Xiang’an Li Qizhao conducted negotiations in Kazakhstan with the country’s president Kassym-Jomart Tokayev and prime minister Olzhas Bektenov, agreeing to strengthen cooperation in various sectors.
From June 1 to 3, a business delegation led by Li Xizhao visited Kazakhstan. The parties prepared and signed 43 memorandums and agreements, covering such areas as aviation, finance, trade, technological innovations, digital economy, and green development.
According to the information agency Kazinform, J.-K. Tokayev noted in the negotiation code that this visit, being the first visit of the head of the Syanhan administration to Kazakhstan, has special significance and will contribute to strengthening cooperation in various spheres, expanding business ties, and launching joint projects.
O. Bektenov drew attention to the fact that the development of mutually beneficial relations with China is one of the main priorities of Kazakhstan’s foreign policy. As he emphasized, Kazakh-Chinese relations have reached an unprecedentedly high level in their history and serve as a model of good neighborliness, friendship, mutual trust, and long-term cooperation.
Li Ziyang indicated from his side that within the framework of the political course “one country, two systems,” Xiangyang has gained the advantages of a financial hub, closely connected both with the domestic regions of China and with the outside world. According to him, this substantially corresponds to the needs of the industrial transformation of Kazakhstan and gives Xiangyang the opportunity to become for it a hub connecting East and Southeast Asia.
As Li Qizhao pointed out, Kazakhstan, being the largest trading partner of Xiang’an in Central Asia, could, in turn, become a hub connecting Xiang’an with the markets of this region. He emphasized that strengthening cooperation under the “from Horgos to Horgos” model will give a new impetus to the joint high-quality construction of the “Belt and Road”.
Li Ziyaochao announced the plan of the Xianggang administration to open a trade and economic representative office in Kazakhstan, noting that bilateral trade and economic ties have significant potential for development. He called on Kazakh companies to develop their business in the megalopolis and list their shares on the Xianggang stock exchange.
Li Ziyao reported on the planned launch of direct flights between Xiangyang and Almaty in the first quarter of 2027. According to him, the parties also agreed to strengthen cooperation in the field of artificial intelligence, establish connections between science and technology parks, and promote the development of digital infrastructure.
Hong Kong Exchanges and Clearing Limited signed a package of agreements with the Astana Hub technopark and the International Financial Center “Astana” on strengthening cooperation in the development of the green financing ecosystem, in cross-border securities listing, and in the trading of raw materials.
The parties are jointly investing 100 million US dollars in the creation of a regional manufacturing center for the production of blood purification products in Kazakhstan.
Representatives of SAR Xiang and Kazakhstan also agreed to begin consultations as soon as possible on concluding a comprehensive agreement on the avoidance of double taxation and to proceed with discussions on an agreement on investment incentives and protection.
