The government has approved a resolution on the procedure and timing for forming a list of territories for the joint use of radio-electronic means. The discussion concerns the joint use by major communication operators of a single base station in a settlement with a population of less than a thousand people and on a specific section of a federal highway. The decision is aimed at increasing the availability of mobile communication and internet services for residents of rural settlements and motorists.

According to the signed resolution, Roskomnadzor will form proposals on the inclusion of territories in such a list and send them to the Ministry of Digital Development annually no later than March 15.

Then, within 30 days, the Ministry of Digital Development will review these proposals and send them to communication operators to confirm the technical feasibility of jointly using radio electronic means. Priority will be given to including settlements with the maximum population and road sections where mobile communication services are provided by the minimum number of operators.

The list will be approved by the Ministry of Digital Development in coordination with the Ministry of Transport annually no later than September 1. The document will be posted on the Ministry of Digital Development’s website within three days after approval.

The resolution was prepared for the implementation of the new provisions of the federal law “On Communications,” which come into force on September 1.
