Exclusive: Kaliningrad Region Sees Broad Prospects for Developing Cooperation with China — Governor A. Besprozvannykh

Moscow, May 28 /Xin Hua/ — The Kaliningrad region consistently develops trade-economic, humanitarian, and tourist ties with China and sees broad prospects for cooperation development with this country. This was stated in an interview by correspondent Xin Hua by the governor of the Kaliningrad region, Alexey Besprozvanny.

This year marks the 30th anniversary of the establishment of China-Russia partnership and strategic interaction relations, as well as the 25th anniversary of the signing of the Treaty on Good-Neighbourliness, Friendship and Cooperation between the PRC and the Russian Federation. A. Besprozvanny emphasized that the current year is indeed very significant for Russia-China relations.

“The recent meeting of leaders of our states in Beijing is an extremely important moment for strengthening and developing bilateral relations,” said the Russian governor. “We highly appreciate the results of these bilateral negotiations.”

According to him, recently there has been a high rate of development in cooperation between the Russian Federation and the People’s Republic of China in many areas. “Taking into account modern geopolitical realities, the Kaliningrad region is focusing on new directions of partnership. In this regard, support from the federal authorities in developing contacts with China is extremely important for our region,” said A. Besprozvanny.

“Today, China occupies the first place in our trade turnover. We will continue to develop these relations,” emphasized A. Besprozvanny.

A vivid example of deepening economic ties was the automobile production at the “Avtotor” plant: after European partners ceased cooperation, the enterprise reoriented to assembling Chinese brands. Today, more than 12 auxiliary production facilities for component manufacturing are planned to be opened at its base.

To attract investors, including from China, the region provides a number of benefits. “We are one of the regions that possess several important preferential regimes at once. This is a customs zone, this is a special economic zone that gives certain benefits for those who plan to place their investments here,” the governor explained.

A. Besprozvanny added that an individual approach is applied when working with each investor. According to him, Chinese investors are already considering sites in the Kaliningrad region for opening assembly enterprises.

Speaking about the main challenges faced by the region, the governor pointed to the logistical restrictions imposed by neighboring Lithuania and Poland. According to A. Besprozvanny, this has significantly changed the structure of cargo transportation, but the difficulties have become a stimulus for the accelerated development of maritime infrastructure.

“What we encountered with this limitation on land facilitated the development of maritime communication. It never developed to such an extent in the Kaliningrad region,” the governor emphasized. With the support of the federal center, the port infrastructure is being actively modernized, additional ferries are being built. Despite external pressure, the region is demonstrating confident growth: the gross regional product increased by 6%, and in terms of industrial production volume, the region is among the top five regions in the country.

Separately, A. Besprozvanny focused on the prospects of tourism and humanitarian cooperation with China. For the convenience of guests from China, signs in Chinese have already appeared in shopping centers in the region, menus and hotel services are being adapted. Among the major investment projects in the field of tourism, the governor allocated funds for the construction of a new resort “Belaya Duna” on the coast of the Baltic Sea.

In the field of education, the region also actively interacts with Chinese partners: today, about 150 students from China are studying at universities in Kaliningrad, mutual student exchanges are being developed, and joint projects are being implemented.
