Dmitry Chernyshenko noted that the Ministry of Education and Science successfully solved a number of large-scale tasks over the past year and outlined key areas of activity. These include work to achieve national goals defined by the President of Russia Vladimir Putin, training personnel to meet the needs of the economy, implementation of the national project “Youth and Children,” execution of system-forming instructions from the head of state and the Government, implementation of the state program “Scientific and Technological Development of the Russian Federation,” support measures for participants of special military operations and their children, student families, and sports.
Among the national goals, the Vice Prime Minister highlighted the realization of the potential of every person and the achievement of technological leadership. The Council under the President approved the corresponding unified plan. The Chairman of the Government, Mikhail Mishustin, also approved a plan of structural changes in the economy.
The Deputy Prime Minister noted that a new higher education model is being introduced, with 17 participating universities piloting it this year.
“One of the largest national projects ‘Youth and Children’ has been launched, with a target audience of about 52 million people. A major interagency effort was made during its launch. According to last year’s results, the performance indicators of the national project reached 100%. Within its framework, we continue to create a constellation of modern university campuses from Kaliningrad to Yuzhno-Sakhalinsk,” said Dmitry Chernyshenko.
The task of technological leadership is focused on flagship programs of the national project – “Priority-2030,” “Advanced Engineering Schools,” and youth laboratories. The Deputy Prime Minister added that during the new competitive selections it will still be necessary to give priority to applications that directly correspond to the tasks of the technological leadership national projects.
The Ministry of Education and Science also continued to implement the system-forming assignments of the head of state and the prime minister. Significant work was done based on the results of the strategic sessions of Mikhail Mishustin, dedicated to the development of engineering universities. As a result, a model of scientific and production associations was formed, 38 engineering university strategies were approved and are being implemented, and the institute of chief designers has appeared.
“A focus was conducted on the state program ‘Scientific and Technological Development of the Russian Federation’ aimed at the task of technological leadership. This state program is one of the most large-scale, and the quality of its management has improved. Based on preliminary results, it can be said that all indicators of the STP have been achieved,” added the Deputy Prime Minister.
The Deputy Prime Minister paid attention to the development of scientific infrastructure, including the shared use center “SKIF” and the high-flux reactor “PIK.” Ten new world-class scientific centers are focused on the creation and implementation of the most important science-intensive technologies. According to him, in terms of digital infrastructure, the development of the “Science and Innovation” domain must continue.
Dmitry Chernyshenko added that today the overall priority task is to take care of the participants of the SVO and their children. Separate quotas for education are not provided for them.
The Deputy Prime Minister also spoke about measures to support student families, including the Navigator of support measures on the “Gosuslugi” portal and the operation of about 350 mother and child rooms. In total, more than 50 thousand young families are being trained across Russia.
Almost 35 thousand physical education and sports events were held last year. More than a million people participated in them. Fidzhital-sport is developing in 148 universities.
At the conclusion of the Deputy Prime Minister’s remarks, the Government emphasized the necessity to ensure full readiness for the start of the university admissions campaign in Russia, which will begin on June 20.
In his report on the results of the Ministry of Education and Science’s activities for 2025, Valery Falkov spoke about the key directions of work, taking into account the tasks set by the President of Russia within the framework of the Strategy for Scientific and Technological Development and the national development goals.
“2025 will essentially be the first year of full implementation of the Strategy for Scientific and Technological Development and the national projects to ensure technological leadership. Much has been done and restructured to achieve the goals and fulfill the tasks set by President Vladimir Vladimirovich Putin, especially regarding the interaction between business and science, focused on personnel training, and the creation of a modern domestic infrastructure,” he said.
Extensive work has been carried out to improve the regulatory and legal framework in the fields of science and higher education, as well as other areas assigned to the authority of the Ministry of Education and Science. This involves 24 federal laws, 60 acts in the field of higher education, and 82 acts in the field of science. The four main directions of regulatory and legal regulation last year include: strengthening technological sovereignty, biotechnology and bioresource collections, enhancing the role of the Russian Academy of Sciences in science management, and support for young scientists and students.
In the higher education system, the student population continued to grow. In the 2025/2026 academic year, 99.5% of the admission control figures were filled. The tasks for enrolling participants of the special military operation and their children have been successfully implemented.
Within the framework of transitioning to a new model of higher education, 581 educational programs have been developed. More than 70 thousand students will be trained in these programs. The Minister emphasized that the implementation of changes is carried out gradually – with an emphasis on social stability and acceptance of reforms by the academic community, students, and teachers. Sociological studies show a high level of positive perception of the updates.
Separate attention is given by the Ministry of Education and Science to the development of scientific and educational infrastructure. A network of “megascience” class installations is being created. Thus, last year the creation of a source of synchrotron radiation of generation 4+ at the CKP “SCIF” was completed, and today the readiness of the facility is 99.7%.
Significant achievements have been made in the development of scientific instrumentation. By 2025, eight scientific instruments have been developed by leading universities, and work is underway on 18 more.
The most important place in the development of infrastructure for research and development is occupied by the program for creating a network of modern university campuses.
2025 became the fourth year of the Decade of Science and Technology, announced by the President with the goal of solving the most important tasks of developing society and the country by attracting talented youth to the field of research and development. More than 24.5 thousand events were held at the federal and regional levels.
“Overall, the projects listed are largely aimed at engaging and retaining young people in science, increasing the prestige of this profession and industry. At the federal level, there are also more than 40 named scholarships, thanks to which support and motivation for talented youth is provided,” noted the head of the Ministry of Education and Science.
Part of international cooperation in focus is the development of joint projects and initiatives with international organizations such as BRICS, SCO, CIS, EAEU, ATES. In 2025, the Concept of international scientific and technical cooperation of the Russian Federation was approved, which builds Russia’s priorities in the external contour and sets the direction for further movement.
One of the main priorities of the Ministry of Education and Science remains the creation of conditions for the scientific and technological development of regions, and the integration into a unified scientific and technological agenda. Gennady Krasnikov highly appreciated the established partnership in solving the tasks of science management, including personal interaction with the head of the department Valery Falkov. Commenting on the minister’s report, Viktor Sadovnichiy emphasized the importance of joint work between the Ministry of Education and Science and the Russian Union of Rectors, particularly in forming a new model of higher education and designing the list of specialties. Furthermore, he noted the role of the “Science 0+” festival in popularizing science and the work of scientists – approximately 20 million people participate annually in the event.
Liliya Gumerova thanked the team of the Ministry of Education and Science for their help in developing legislative initiatives of the senators of the Russian Federation – about the national database of genetic information, bioresource centers, biological collections. She also noted the development of regional science – as of today, 35 subjects have adopted regional scientific and technological development programs, 32 regions are developing them. On behalf of the senators, Liliya Gumerova expressed support for the “Priority-2030” program and the project to create inter-university campuses.
Sergey Kabishev, in turn, noted that the basis of joint work lies in a substantive and honest dialogue. He expressed confidence in the continuation of fruitful cooperation.
Concluding the meeting, Valery Falkov emphasized that in 2026 the work on solving the tasks of the scientific and technological complex and staffing of the economic sectors continues both within the framework of the Ministry of Science and Higher Education’s projects and in the framework of effective interdepartmental cooperation.
