R. Trutnev:Dear residents of the Far East, dear friends!
In December 2013, the President of Russia Vladimir Vladimirovich Putin identified the development of the Far East as a national priority for the entire 21st century.
By his order, the entire macro-region management system was restructured, the Ministry for the Development of the Far East was established, as well as the plenipotentiary representative of the President in the Far Eastern Federal District.
What was the start of the work?
First and foremost, the creation of a system of advantages that allowed the tasks set by the President to be accomplished: 90 federal laws were adopted.
The party “United Russia” actively participated in this work. I want to thank everyone. On the country’s economic map, territories of advanced development have appeared, as well as the free port of Vladivostok, a preferential regime on the Kuril Islands, and the largest special economic zone in the world in the Arctic. Mechanisms for providing Far Eastern hectare and mortgage started working, subsidizing socially significant air routes and northern deliveries.
The emerging system of preferences, the operation of the Corporation and the Ministry for the Development of the Far East created conditions for the growth of investments in the macroregion. By such indicators as investment growth, construction, housing commissioning, industrial production growth, the Far East exceeds the average Russian indicators by almost 30%.
What did it give?
Support for entrepreneurial initiatives and the influx of investments into the regions of the Far East have substantially changed the territories themselves. New enterprises have begun to be built, and increasingly higher-paying jobs are emerging. The very appearance of the macroregion has changed. Let’s stop and take a closer look at this – using a specific example.
Amur Oblast. More than 2 trillion rubles have been invested in the economy. 15 thousand jobs have been created. 21 enterprises have been introduced. Among them are the Amur gas processing plant and the Amur gas chemical complex. These are the largest enterprises not only in our country but also in the world. These enterprises constitute the basis of the economy of Amur Oblast.
By the order of the President of the Russian Federation Vladimir Vladimirovich Putin, the Vostochny cosmodrome, a key facility of the Russian space infrastructure, was constructed. The cosmodrome plays an important role in the technological sovereignty of our country.
The Blagoveshchensk–Heihe bridge, connecting the Far East with the People’s Republic of China. A new international airport has been built, and the cable car over the Amur River is almost completed.
Primorye confidently occupies first place in terms of the volume of attracted investments. 1 trillion rubles have been invested in projects. 80 thousand jobs have been created. In the advanced development territory and in the free port of Vladivostok, 654 new enterprises have been established.
One of the largest is the shipyard “Zvezda,” which we visited today. The enterprise has built 5 Aframax-type vessels, 1 tanker, and is constructing another 15 ships.
The construction of the Naftodkinsky mineral fertilizer plant, which will become one of the largest producers of methanol and urea in Russia, is nearing completion. The capacities of nitrogen companies have increased, new ports and terminals have been built, including the seaport of Sukhodol.
Thanks to the decision of the President of Russia Vladimir Vladimirovich Putin, an innovative scientific and technological center is being created on Russky Island, built on the basis of the university.
Khabarovsk Krai. 775 billion rubles of investment attracted, 20 thousand jobs created.
A mining and processing plant has been established at the Malmyzhskoye copper deposit with a processing capacity of 104 million tons of ore per year, the Amur Hydrometallurgical Plant, which is capable of processing refractory ores twice.
The first private railway was built, connecting Khabarovsk ports with deposits in Yakutia — the Tilocean Railway. New passenger terminals for domestic and international flights have been opened. One of the most technologically advanced sea coal terminals in the Far East has been created — “VaninoTransUgol.”
Zabaykalsky Krai. Investors have invested more than 500 billion rubles in the economy. 16 thousand jobs have been created. 36 new enterprises have been opened. In particular, the first phase of the mining and metallurgical plant at the Udokan copper deposit has been built — one of the three largest copper deposits in the world. The second phase is now under construction.
The extraction and processing of polymetallic ores has begun at the Kultuminsky Mining and Processing Plant (GOK), and gold extraction at the Nasedkino Mining and Processing Plant (GOK).
The world’s first and only full-cycle grain terminal with a soy complex has been built – the Zabaikalsky Grain Terminal.
Chukotka. More than 500 billion rubles of investments have entered the economy of the Chukotka Autonomous Okrug. 10 thousand jobs have been created, 54 new enterprises have been launched. One of the most important projects in the Far East is being implemented – the development of the Baimskoye deposit. The launch of a new mining and processing complex at Baimka will allow the region’s budget volume to double, creating conditions for the implementation of significant social programs to improve people’s quality of life. The gold-silver deposits of Kekura and the May deposit of gold are being developed.
For reliable year-round heat and power supply to remote areas located in the Chaun-Bilibino industrial zone, a unique floating nuclear cogeneration plant has been built in the port of the town of Pevek. Currently, the company “Rosatom” is constructing several more such facilities.
Republic of Sakha (Yakutia). Invested 482 billion rubles. Created 13 thousand jobs. Introduced 53 new enterprises. Among them are the Novolenskaya thermal power plant, the Inaglinsky and Denisovsky mining and processing plants, and a project for the development of a coking coal deposit.
An important project for the region – the modern greenhouse complex “Sayuri,” which allows growing fresh vegetables and fruits in permafrost conditions and extremely low temperatures.
Sahaline. In Sakhalin, 202 billion rubles of investments have been allocated to new industrial and infrastructure projects. 10 thousand jobs have been created. 64 new enterprises. The Sakhalin GRES-2 power plant has been built. Coal mining is underway at the Solntsevsky coal mine, where the largest in Russia main conveyor for transporting coal over a length of 23 km has been put into operation. The country’s first drone port for testing unmanned systems has been created.
The resort “Gorny Vozdukh” is being developed, which will become one of the best ski resorts in Russia. New projects in the fields of fish processing and tourism are being implemented on the Kuril Islands.
Also, on the Kuril Islands, on the island of Shumshu, we created a museum by order of the President of the Russian Federation. This museum was established at the site of the last battle of World War II, when the Soviet Army overturned the Kwantung Army and, having landed from ships, inflicted defeat on the Japanese who had entrenched themselves in a fortified area. I believe that this was a great battle.
In the Kamchatka Krai, 180 billion rubles of investments have been attracted. 14 thousand jobs have been created, and 100 enterprises have been established.
Large projects are being implemented to create tourist infrastructure and extract minerals. The fishing industry is developing, including the creation of a complex for the production of biologically active omega-3 additives. A new and, in my opinion, unique Yelizovo airport has been built.
162 billion rubles of investment have been made in the economy of Buryatia. 3,000 jobs have been created. 5 enterprises have been introduced, including the mining and processing plant “Ozyorny” based on the largest zinc deposit in Russia. A new Baikalsk airport has been opened. The largest greenhouse complex in the Far East is under construction, which will provide vegetables not only to Buryatia but also to neighboring regions. Modern tourist complexes are being created on the shore of Lake Baikal.
Magadan Region. Investments in the development of the region amounted to 64 billion rubles, 2 enterprises were introduced, 2 thousand jobs were created. Gold mining is developing, including the construction of a cluster with the 15th largest gold asset in the world. A new airport terminal complex has been built.
As amazing as it may sound, a modern sanatorium complex “Talaya” has been built almost 300 km from Magadan, equipped with high-tech equipment and its own greenhouse economy. It will open its doors to visitors as early as June.
Harmoniously integrated into the harsh nature of the Magadan region, a new tourist complex will open in early June on Zavyalov Island – a unique tourist site.
New projects with a total volume of 48 billion rubles have been implemented in the Jewish Autonomous Region. 2 thousand jobs have been created. Among the largest enterprises is the Kimkano-Sutarsky mining and processing plant – a producer of iron ore concentrate, and “Dalgraphite” – an enterprise based on a deposit with 50% of Russia’s graphite reserves.
A cross-border railway bridge NizhneLeninskoe – Tunzjan has been built. A logistics cluster is developing around it.
A full-cycle timber industry complex has been created.
I hope I haven’t tired everyone present too much with the story about the Far East?
I think it’s worth it because in the flow, in the work, we somehow forget to glance back, we forget that life is happening around us. And when we look at the map of new enterprises that have arisen in the Far East, we understand that together, by our combined efforts, we have truly changed the Far East. Thank you for that.
The advanced development of the economy ensured an increase in regional budget revenues.
In 10 years, the income of the regions of the Far Eastern Federal District increased by 2.3 times.
Such dynamics, in turn, ensured the financing of large-scale social programs, allowing the implementation of territorial development plans.
A decision was made by the President of the Russian Federation Vladimir Vladimirovich Putin to create master plans for the cities of the Far East.
All plans were created in consultation with residents, we selected the most important directions for people and the most worrying ones for us. The total cost of implementing the master plans is 3.6 trillion rubles, this is more than 1 thousand facilities in 25 cities.
The work will continue until 2030, but already today almost 50% is ensured by financing. I want to note that such an amount of funds for improving the lives of people in the Far East territory has never been received before.
This work is already underway. New parks, embankments, sports complexes, facilities of social infrastructure and landscaping have appeared in the cities of the Far East.
A polyclinic was built in Ulan-Ude, a children’s technopark in Komsomolsk-on-Amur, and a large city center “Tribune Hall” in Blagoveshchensk.
Great attention is paid to the development of the urban environment. The “Mayak” park in Magadan, the “Bagulnik” park in Tynda, Amur Region, and the embankment of the Bira River in Birobidzhan have already been put into operation.
The most important significance lies in the construction of airports. The largest commissioned facilities can be seen in Kamchatka and in Ulan-Ude.
The master plans include the construction of industrial facilities. Today, the Zhatay shipyard and the shipbuilding plant in Yakutia have been completed.
Another 384 facilities are under construction. The largest among them are the Magadan fish port, the Rudnevsky Bridge in Vladivostok, the industrial park “Kadalinsky” in Chita, and the year-round resort in Arsenyev. As part of the plans, 23 residential complexes, 312 social infrastructure facilities, and 75 urban environment facilities are being built.
Additional resources for the Far East were received within the framework of the Russian Government’s program for the landscaping of territories. 184 projects were selected for grants totaling 18 billion rubles. Among the implemented projects are: the embankment of the Rogatka River in Yuzhno-Sakhalinsk, the “Yubileyny” square in the Progress settlement of the Amur Region, the embankment of the Dukchi River in Magadan, and others.
The implementation of master plans not only improves living conditions but also changes the life of the Far Eastern regions. Wages increase, the urban environment quality index improves, and jobs are created.
Defining priorities in their work, the Government of Russia, the Ministry for the Development of the Far East relies on the opinions of the people. We continue to focus efforts on ensuring the availability of housing, improving the quality of healthcare, and enhancing social infrastructure.
The “United Russia” party supported the introduction of a subsidized 2-percent mortgage in the Far East and the Arctic and achieved its extension until 2030.
This has allowed thousands of families to improve their living conditions. The cost of housing in the Far East in 2024 fell below the Russian average for the first time and in 2025 turned out to be 22% lower than the average across the Russian Federation.
Preferential mortgage has been expanded for doctors, teachers, participants of the special military operation (SMO), and participants of the “Zemsky Worker of Culture” program.
Under the “Far Eastern Quarters” program, 1.8 million square meters of modern and affordable housing are being constructed in seven cities. The new buildings are provided with all the necessary infrastructure for comfortable living.
Another tool operating in the Far East is a program for the construction of affordable rental housing, developed by order of the President of Russia.
3,600 families became participants in the program. They pay only one third of the rent cost. More than 12 thousand rental apartments are being built.
“Far Eastern hectare” also allows improving living conditions. More than 164 thousand plots have been obtained under the program. People build housing on their land, develop businesses. A new tourist and sports infrastructure is being created, and farming is being carried out.
Now about improving the quality of education and healthcare.
Within the framework of a unified presidential subsidy, almost 700 schools, hospitals, kindergartens, polyclinics, and feldsher-obstetric stations have been built and reconstructed. Among them are the Cardiovascular Center in Yakutsk, the treatment building of the Central District Hospital in Nikolaevsk-on-Amur, and others. 130 ambulances have been purchased. 4,000 doctors have been engaged in remote areas.
Under the support program for higher education institutions “Priority-2030. Far East,” universities are being modernized. World-class campuses are being built in Yuzhno-Sakhalinsk, Ulan-Ude, Chita, Khabarovsk.
As a result, the share of Far Eastern applicants admitted to universities in the Far East in 2025 increased from 62% to 74%.
Demand for higher education in the Far East from applicants from other regions has quadrupled over the years.
Most of the work is carried out by departments to improve social infrastructure.
Creative clusters are being created in the Far East, museums and theaters are opening, and higher creative educational institutions are being established.
Branches of leading creative universities of Russia have started operations in Khabarovsk, Yuzhno-Sakhalinsk, and Blagoveshchensk. These are branches of VGIK, Shchukin School, and GITIS.
The territories of the Far East are quite remote from the European part of Russia, and this is also perceived by people as a factor complicating life. We are working on improving transport accessibility.
The program for subsidizing air transportation on socially significant routes, developed under the directive of the President of the Russian Federation, created a Far Eastern airline that made it possible to improve the connectivity of regions. Direct routes arose between entities, which previously could only be reached through Moscow.
In 2025, the Far Eastern company “Aurora” transported 1.7 million passengers on almost 400 flights, including 480 thousand people on 33 socially significant routes.
The most important task in today’s conditions we consider to be the support of the special military operation.
I want to say that not only do we count – we participate in the work. Since the beginning of the special military operation (SMO), over 3.1 thousand state and municipal employees from the Far Eastern regions have taken part in combat operations, including 96 volunteers among employees of the plenipotentiary office, ministries, the Corporation for the Development of the Far East and the Arctic, and regional authorities. I also want to say that 13 of our comrades are currently in the SMO zone. We bow low to them and wish them success in battle.
A special shell called TO R “Patriotic” has been created to support the fighters who are working today in the SVO zone. Today we saw the results of its work. I want to say that the residents gain momentum each year: a new technology is being produced, competitive and capable of inflicting damage on the enemy.
In 2023–2025, thanks to this mechanism, more than 170 thousand items have been delivered to the area of the special operation from the Far East.
The most important part of our concern about the future is the training of youth. On our initiative with Sergey Vladilenovich Kirienko, and by the decision of the President of Russia, the “Warrior” center was created, where our guys undergo training in specialties such as first aid and tactical medicine, firearms, tactical and engineering training, the use of unmanned systems, communication organization, survival, and reconnaissance.
Naturally, in the Far East there are proportionally more “Warrior” centers. These are five branches, where over three years, 138 thousand people have been trained. The guys always have very good feedback about working at the center. By the end of the year, we will open two more “Warrior” centers in the Far East.
Now about the strategy for the development of the Far East.
The development of regions and the creation of new enterprises have formed new challenges. We needed more electric energy, greater throughput capacity of railways, and a larger number of aviation routes.
By the directive of the President of Russia, a program for the development of the Far East’s electric power industry will be implemented. New generation facilities with a total capacity of 12.8 GW will be built, increasing the level of gasification from 28% to over 50%.
Work will continue on expanding the carrying capacity of BAM and the Trans-Siberian Railway to 270 million tons. An additional 136 million tons of port capacity will be created.
By 2030, the passenger traffic within the Far Eastern Federal District will grow to 4 million people per year. 25 airports will be reconstructed.
The strategy for the development of the Far East includes increasing the volume of extraction and depth of processing of mineral resources, as well as the development of new technologies in such areas as radio electronics, information technologies, robotics, biotechnology, aviation and shipbuilding, pharmaceuticals, and space. Currently, we are constructing three new enterprises in the Primorsky and Khabarovsk regions for the production of microelectronics. We consider this important.
Economic growth should ensure an improvement in the quality of life. Creating better living conditions for people is our main goal.
Strategic tasks – to create high-paying jobs, a comfortable living environment, and conditions for increasing the birth rate.
We plan to ensure that labor productivity in the processing industry grows more than twice, increase employment by 146 thousand people by 2036, and raise the real cash incomes of the population by almost four times.
The implementation of master plans for the Far Eastern cities will continue. The United Russia party is taking on parliamentary monitoring of construction projects provided for by master plans. I support the initiative of the Deputy Chairperson of the State Duma Irina Yarovaya on the creation of an interactive map of master plans to ensure full transparency and accountability of agencies for each object.
The priority goal is to ensure sustainable population growth. To achieve this, we will stimulate birth rates, support large families, and create conditions for the relocation of citizens from other regions of the country—primarily specialists in priority sectors in demand.
Dear colleagues, confident that by implementing the decisions of the President of the country Vladimir Vladimirovich Putin, relying on the selfless labor of the Far Easterners, we are creating a new Far East of Russia — a territory where it will be comfortable to live and work.
