Updating road infrastructure, improving driver training in driving schools, rapid response and assistance to victims in traffic accidents, new requirements for individual mobility devices — these and other directions are reflected in the action plan for implementing the Strategy to Improve Road Safety for the period up to 2030 and prospects up to 2036. The order approving it was signed by the Chairman of the Government Mikhail Mishustin.

The plan, containing more than 260 events, involves practical steps for implementing medium-term and long-term state priorities in ensuring road safety.

One of the main sections of the plan is dedicated to the renewal of road infrastructure. The goal of this work is to reduce risks associated with driving into oncoming traffic lanes and collisions with pedestrians. Thus, in 2026–2028, four-lane roads regardless of their category will be equipped with devices to separate oncoming traffic flows. When expanding individual sections of federal highways from two to four lanes, the installation of devices to separate oncoming traffic flows is also planned. By 2030, a total of 250 km of such highways will be equipped. By the same date, 40 aboveground pedestrian crossings will be constructed.

Another way to reduce accident rates is the construction of overpasses at the intersections of highways with railways. Between 2026 and 2030, it is planned to build 13 such overpasses, and between 2031 and 2036 — another six. In addition, in 2027 the Ministry of Transport is expected to develop a federal law project according to which the intersections of railways and roads of categories I–III must be exclusively grade-separated. This implies the construction of new tunnels or elevated overpasses.

Another important direction will be the construction of infrastructure for users of electric scooters, electric bicycles, and other means of individual mobility (IM). Already by 2026, approval of regional development plans for IM infrastructure and its integration into urban transport systems is planned. The Ministry of Transport and regional authorities will address this task.

In general, a crash-free movement involving electric scooters and other devices is proposed to be established by introducing new regulatory measures. By 2028, the Ministry of Internal Affairs and the Ministry of Transport will ensure the state registration of personal mobility devices with the installation of license plates. In addition, by 2030, the issue of mandatory marking of personal mobility devices, confirming their compliance with established safety requirements, must be resolved.

Taking into account the new realities of road traffic, driver training will be conducted in driving schools. Already in 2026, an update of the questions within the framework of the theory exam is planned. By 2027, the issue of including necessary actions during a road accident in the driver training program will be worked out. This includes the issuance of an electronic notification about the accident, conducting photo fixation of its circumstances, and practicing first aid skills.

An important factor in providing assistance in real incidents with victims may be reference and informational materials in the mobile application “Gosuslugi Auto”. The relevant sections of the application will be updated as early as 2027.

Among other measures is the development of the possibility of creating disaster medicine checkpoints along highways in remote or hard-to-reach places. Starting from 2030, the Ministry of Health and regional authorities will engage in this.

In an emergency, saving people’s lives can depend not only on timely assistance but also on safety systems with which the car is equipped. The plan involves updating the requirements for installing such systems in the car. To stimulate the introduction of innovations, in 2027–2030 it is planned to relaunch the national safety rating of vehicles (RuNCAP). Its data can be used, among other things, to promote the safest cars on the market and the organization of public procurement.

A separate part of the plan is dedicated to the prevention of road traffic accidents. It provides for the development of a system of continuous integrated training in the basics of safe participation in road traffic, which will cover all population groups. The main focus will be on counteracting the most dangerous driving behavior patterns, including driving under the influence. An additional impetus for this work may be the holding of the Year of Road Safety in Russia.Their proposals on this issue will be presented to the Ministry of Internal Affairs, the Ministry of Education, the Ministry of Transport, the Ministry of Science and Higher Education, the Ministry of Culture, and other agencies in 2027.

Commenting on the signed document onGovernment meeting on May 21, Mikhail Mishustin noted that the trips of millions of citizens who commute daily to work, studies, places of rest should be comfortable and reliable.

“The President emphasized the necessity of strengthening the road network, expanding its capabilities, making it more efficient and modern. The socio-economic development of our territories and the quality of life of people across the country depend on this,” the Chairman of the Government stressed.

The strategy to improve road traffic safety for the period up to 2030 and the outlook until 2036 was approved by Presidential decree in November 2025. By this document, the head of state instructed the Government to approve an action plan for the implementation of the strategy.
