Deputy Prime Minister Alexander Novak, during a working trip to Krasnoyarsk Krai, spoke at the plenary session of the forum on increasing labor productivity, which was held at the National Center “Russia” in Krasnoyarsk. The event was attended by the Minister of Economic Development Maxim Reshetnikov, the Governor of Krasnoyarsk Krai Mikhail Kotyukov, the Governor of Altai Krai Viktor Tomenko, representatives of federal and regional authorities, energy and industrial companies, and the business community.
In the speech by the Deputy Prime Minister, it was noted that unemployment in Russia today is at a historical minimum of 2.2%. According to the Ministry of Labor’s assessment, given the existing socio-demographic model, the country has closely approached its structural limit. This means that the shortage of personnel has become one of the main constraints on economic growth. According to forecasts, by 2030 the additional demand of the economy for workers will be about 3.1 million people.
“Following the instruction of the President of Russia, the Government has developed and approved a plan for structural changes in the Russian economy until 2030. The first and central section of the plan is the change in the structure of employment and ensuring the flexibility of the labor market, according to which it is necessary to free up the workforce from low-productivity sectors and direct it to priority industries — processing industry, information technologies, tourism, creative industries,” Alexander Novak noted.
To address tasks in this area, a Federal Competence Center was created, and regional centers were established in each constituent entity of Russia. More than 8 thousand enterprises received targeted support. Additionally, the work of sectoral competence centers has been launched, combining sectoral expertise and lean manufacturing tools. Within the framework of the national project “Effective Competitive Economy,” 17 sectoral programs have been developed to increase labor productivity: 11 in the real economic sector and 6 in the social sphere.They employ about 55 million people, more than two-thirds of those employed in the economy. Since last year, all budgetary institutions have been included in the scope of work on improving labor productivity. The President has set the task to cover 100% of state and municipal budgetary institutions by 2030.
“Labor productivity must become a national idea. This is a matter of survival, competitiveness, and our development. The President of Russia, the Chairman of the Government, pays special attention to this issue. For our country, our economy, this is the most important topic. It is necessary to look at the best global practices, to more actively implement technologies based on artificial intelligence, as well as ready-made solutions in all areas: industry, energy, and the social sphere,” emphasized the Vice Prime Minister.
Minister of Economic Development Maksim Reshetnikov, speaking at the plenary session, noted that domestic enterprises are constantly working on their competitiveness, profit growth, and cost reduction. And the work here should be carried out at three levels: implementation of lean production, replication of boxed solutions for small and micro enterprises, regulatory changes.
“We must expand the area and understand how to improve metrics, fine-tune mechanisms in this field. Currently, the trajectory of our economy’s growth depends on labor productivity. We have created a powerful support network in the form of federal and regional competence centers capable of interacting with specific enterprises. This work is under the special control of the Government,” said Maksim Reshetnikov.
The Governor of the Krasnoyarsk Territory, Mikhail Kotyukov, highlighted the achievements of the region in applying practices aimed at increasing productivity in various sectors of the economy.
“Krasnoyarsk Krai is one of the country’s leaders in implementing practices to increase labor productivity. More than 150 enterprises have already joined this work, and the regional competence center is among the top five in Russia. 60% of the participating enterprises exceeded the productivity growth benchmark of 5%. In education, the administrative workload on teachers has been reduced by 20%, in social protection, output increased by 40%, and in healthcare, the waiting time for hospitalization was reduced and the number of operations increased — without loss of quality of care. Also, during the working trip, Alexander Novak visited enterprises that are participants of the federal project “Labor Productivity” – “Sever-Trak” and “Severboat”. The Krasnoyarsk factory “Sever” is a Russian leader in the production of premium amphibious technology and low-pressure wide-use tire swamp vehicles designed for year-round operation for the transportation of cargo and passengers in hard-to-reach areas.
