Third-year student of the Faculty of Economics and Management, SPbGASUVladislav Svintsov,A student majoring in “Economics” won the competition for scientific projects “Perfect State”.

The competition was held at the Saint Petersburg University of Technology, Management and Economics (SPBUTE). The purpose of the competition is to support gifted youth, develop the intellectual and creative abilities of students, as well as to increase their interest in their future profession. Finalists of the competition had to defend scientific projects aimed at solving issues of state regulation of the economy, improving the interaction of government bodies, and assessing the quality of life in the region.

Vladislav conducted a scientific study on the topic “Development of a methodology for evaluating construction contracting organizations in the system of public procurement” (scientific supervisor – Deputy Dean of the Faculty of Economics and Management for Research, Associate Professor of the Department of Construction Economics and Housing and Communal Services).Yuriy Tsvetkov). Within the scope of the work, the researcher managed to identify the weaknesses of the contract system in the field of construction procurement, conduct an analysis of factors leading to contract termination, as well as propose their own methodology for evaluating contracting organizations participating in public procurement.

In Vladislav’s opinion, “as of today, the public procurement sector is the most important component of our country’s economy. Despite all the positive aspects of the public procurement mechanism, some disadvantages are encountered, such as unfair competition, dumping, etc. During the preparation of the study, ideas and measures were proposed for further improvement of the implementation of this mechanism.”
