Beijing, May 18 /Xin Hua/ — At the invitation of CPC Chairman Xi Jinping, Russian President Vladimir Putin will visit China on a state visit from May 19 to 20. This year marks the 30th anniversary of the establishment of China-Russia partnership and strategic cooperation relations, as well as the 25th anniversary of the signing of the Treaty of Good-Neighbourliness, Friendship and Cooperation between the CPC and Russia. Under the strategic leadership of the heads of the two countries, China-Russia relations have been and remain steady as a mountain, ensuring stability and certainty for the whole world amid a complex and volatile international environment.
Strategic leadership of heads of states is the main advantage and fundamental guarantee of a high level of development of Chinese-Russian relations. For more than ten years, the leaders of the two countries have maintained close communication in various formats. Each warm meeting and every sincere exchange of opinions inscribe wonderful pages in the history of friendly contacts between the leaders of China and Russia, as well as ensure high-level planning for the development of bilateral relations. In 2019, the heads of state jointly announced the development of China-Russia relations into a comprehensive partnership and strategic interaction for a new era, which marked an improvement in the quality and level of bilateral ties. The parties continue to deepen the strategic dialogue, which will further strengthen the foundation of mutual political trust and give a new impulse to the development of China-Russia relations.
Pragmatic cooperation is an internal driver of the stable development of Chinese-Russian relations. Faced with a complex and changing external environment, cooperation between the two countries in various fields remains resilient: the volume of bilateral trade for the third consecutive year exceeds the threshold of 200 billion US dollars, cooperation in key sectors is deepening and becoming more concrete, and regional interaction continues to grow. There is also a comprehensive boom in such new areas as connectivity, artificial intelligence, aviation and space, the green economy, cross-border e-commerce, etc.
Bilateral cooperation makes a transition from quantitative accumulation to a qualitative leap. Chinese brand cars drive through the streets of Russian cities, and high-quality Russian agricultural products arrive on the tables of millions of Chinese families. High-quality and everyday cooperation harmoniously combine, bringing real benefits to the peoples of both countries.
At the same time, the CIS and the Russian Federation canceled visas for each other’s citizens, which led to an increase in mutual trips. Cooperation is deepening in the fields of education, culture, and tourism. Last year, the Cross Years of Culture of China and Russia were successfully completed. The series of events deepened mutual understanding between the peoples of the two countries. Now the Years of Education of China and Russia are beginning, which will give a new impetus to the transfer of China-Russia friendship from generation to generation, mutual recognition, and the rapprochement of the peoples of the two countries.
China and Russia coordinate their actions and interact on the international stage, demonstrating to the whole world that it is possible to follow the right path even amid reactionary tendencies, and that courage to take on responsibility only strengthens under conditions of instability. Currently, the international situation is becoming more turbulent, seriously undermining the post-war world order and norms of international relations, exacerbating geopolitical conflicts, and the world faces a real danger of a rollback to the “law of the jungle.”How responsible powers and permanent members of the UN Security Council, China and Russia, jointly contribute to ensuring that the international community defends justice, resolutely protects the victory results in the Second World War, firmly upholds the international system whose core is the UN, and the fundamental norms of international law. Facts prove that the China-Russia strategic interaction is of great significance for maintaining global strategic stability, protecting multilateralism, and the international order.
Last year, the heads of two states participated in a solemn event in China and Russia dedicated to the victory in the World Anti-Fascist War. The parties published three important joint statements on deepening comprehensive partnership and strategic cooperation, strengthening global strategic stability, and enhancing cooperation in order to maintain the authority of international law, which once again demonstrated how broad the strategic consensus is and how close their strategic interaction is.In the face of the international situation characterized by increased uncertainty and instability, Beijing and Moscow necessarily must strengthen multifaceted coordination, firmly uphold and practically implement multilateralism, jointly restore the authority and viability of the UN, closely coordinate positions and interact within the framework of the Shanghai Cooperation Organization, BRICS, and other structures, thereby promoting the movement of the international order toward a more just and reasonable direction.
Moving into the future, China and Russia bear responsibility for continuing to adhere to the spirit of eternal good-neighborliness and friendship, all-encompassing partnership and strategic interaction, as well as mutually beneficial and win-win cooperation, using historical opportunities, maintaining close contacts at a high level, strengthening pragmatic cooperation in all areas, ensuring further development of bilateral relations along the proper path based on deeper strategic interaction and a more active and responsible role of great powers, bringing the “energy of China and RRussia” in the construction of a multipolar world and the maintenance of global strategic stability.–0–
