Why businesses choose surety
Access to financing remains one of the key conditions for business development — from ensuring ongoing operations to launching new projects and expansion. Moscow promotes increased availability of borrowed funds for entrepreneurs, including through guarantee support instruments. For example, in the first quarter of 2026, 1,078 guarantee agreements were concluded, which is more than 3.5 times higher than the indicator for the corresponding period of 2025.
ThisInstrumentHas become more in demand among entrepreneurs thanks to the simplification of the procedure for providing guarantees and the development of streamlined online guarantees. Streamlined guarantees are already integrated into banking products. When applying for a loan, it allows the business to use guarantee support automatically and almost instantly, without additional applications to the fund.
From January to March of the current year, entrepreneurs were able to attract 8.7 billion rubles under the fund’s guarantee. The expansion of guarantee support allows businesses to obtain borrowed funds even with insufficient collateral, and for banks, it reduces risks when lending to businesses. This contributes to the formation of a stable financial environment for the development of small and medium-sized businesses in the capital and stimulates the growth of business activity.
Guaranteed support is in demand throughout all sectors of Moscow’s economy, especially in the high-tech sector. Thus, in the first quarter of 2026, enterprises in the fields of manufacturing, scientific and professional activities, as well as information and communications, attracted more than four billion rubles thanks to guarantees from the fund, whereas a year earlier this figure was about three billion rubles. And the number of contracts concluded in these sectors increased from 104 to 372 — more than 2.5 times.
Support from Moscow for production development
One of the companies that took advantage of this support measure this year was LLC “4GNSS”, specializing in scientific research and development of geodetic instruments. The enterprise — a resident of the Skolkovo Innovation Center — produces GNSS receivers, modems, and software for equipment management. With the support of the Moscow Guarantee Fund, the company attracted concessional financing, which allowed it to ensure operational sustainability and continue developing its product line.The attracted funds will help increase the speed of creating new devices and contribute to the further development of the company and the creation of additional jobs for city residents.
Manufacturing companies focused on mass production also receive additional opportunities for development. For example, the Moscow company “Tera,” producing seasonings and spices, has been attracting financing under a fund guarantee since 2021. During this period, the company’s revenue doubled and by 2025 amounted to 995 million rubles. The company significantly expanded production capacity — and the volume increased 5.5 times. In addition, 15 new jobs were created.
A significant dynamic was demonstrated by socially oriented sectors. Companies in the fields of medicine, education, culture, and sports attracted over 317 million rubles, which is 61 percent more compared to the same period last year. At the same time, the number of contracts increased more than 13 times. Support in these sectors is used, among other things, for the implementation of projects in the social sphere and the development of specialized infrastructure.
