Deputy Prime Minister Marat Khusnullin held a meeting of the presidium (headquarters) of the Government Commission on Regional Development. Participants discussed issues of housing construction, restoration of the rights of affected citizens – participants in shared construction, road activities, as well as the execution of consolidated budgets.

According to operational data from the regions, as of May 1, the introduction of housing amounted to almost 29 million square meters. At the same time, the introduction of apartment buildings increased by 4.6% compared to the same period last year. The situation with housing construction requires special attention, therefore I ask the heads of the regions to keep this issue under their personal control, primarily focusing on the development of IZHS (individual housing construction). In addition, under the current economic conditions, it is important to properly allocate the planned consolidated budget expenditures, giving priority attention to socially significant tasks.I also ask to take special control over the completion of work related to the protection of defrauded equity holders and with the ongoing construction projects, in order to prevent the appearance of new unfinished buildings. Each object needs to be worked out in manual mode, at an early stage identifying and addressing emerging problems. I also draw attention to the obligation to bring the roads to regulatory standards. It is necessary to increase the pace of major repairs,” said Marat Khusnullin.

The Deputy Prime Minister noted that to date, the best results in fulfilling the tasks of national projects and state programs are demonstrated by the Republic of Bashkortostan, the Republic of Buryatia, the Chelyabinsk region, and the Chechen Republic.

Finance Minister Anton Siluanov emphasized at the meeting that the task of the regions is to make budgets more sustainable, reduce the deficit, and minimize commercial debt.

“By June 1, it is necessary to approve programs to increase the sustainability of regional and municipal finances. The Ministry of Finance has prepared and sent its proposals to the heads of the subjects. I note that the priority for the regions remains financing socially significant expenses. The President has decided to postpone the repayment of one-third of the debt on budgetary loans from 2026 to 2030, which is about 100 billion rubles. The draft law has already been submitted to the Government. This measure will additionally support regional budgets, reduce the volume of market borrowings,” Anton Siluanov reported.

According to the head of the Ministry of Finance, the Government, as before, will seek opportunities for direct financial assistance to those regions that especially need it.

The First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin reported on the implementation of the national project “Infrastructure for Life” and the state program “Construction.”

“According to the national project ‘Infrastructure for Life,’ by 2026, the improvement of 544 public territories will be completed, including through exceeding last year’s plan, and 57 projects will be implemented – winners of the competition for the best projects of creating a comfortable urban environment. As a result of the first quarter of 2026, within the framework of the federal project ‘Modernization of communal infrastructure,’ 23 facilities were built and reconstructed, which allowed improving the quality of communal services for 42 thousand people.”In the current year, within the framework of the project, it is planned to build and reconstruct 2,207 water supply and water treatment facilities, as well as improve the quality of communal services for 9.95 million people. In terms of providing housing for orphaned children, it is planned to acquire 3,235 apartments in 86 regions. With the help of funds from IBK, KIK, and SKK, 1,010 facilities and events have been implemented since 2022. Thanks to FNBA funds, 258 projects have been approved in 76 regions. Within the framework of approved projects, the implementation of about 1,600 facilities is planned — this includes the commissioning of 500 facilities, as well as the construction, reconstruction, and major repairs of 1,700 km of networks.”At the moment, 1211 facilities have been put into operation,” said Alexander Lomakin.

The CEO of the Territorial Development Fund, Vasily Kupyzin, reported in his speech in Sochi about the work being carried out to restore the rights of affected citizens – participants in shared-equity construction.

“Restoring the rights of defrauded equity holders is one of the most sensitive topics of our work. And we systematically deal with this issue. As of today, since 2019, the rights of more than 261 thousand citizens in 77 regions have been restored. Of them, 124.4 thousand people— with the help of federal mechanisms, 137.4 thousand— with the help of regional ones. During this time, about 3.3 thousand problematic long-term construction projects have been removed from the unified register. Only in 2025, 7.1 thousand people restored their rights,” said Vasily Kupyzin.

In addition, he reported on the work for the implementation through auctions of land plots on which long-term construction is being completed. The FLT receives such property according to the decision of the arbitration court after payments are made to the defrauded shareholders, and the funds obtained at the auctions are directed to fulfilling the obligations of the fund following the restoration of the rights of the affected citizens. Vasily Kupizin called on the regions to more actively assist the Territorial Development Fund in this work.

At the meeting with a report, the governor of Primorsky Krai Oleg Kozhemyako and the governor of Vladimir Oblast Alexander Avdeev spoke.

Participants also discussed the issue of providing energy infrastructure facilities for the development of the “Manzherok” resort in the Altai Republic.
