The concept was developed to replace a similar document that has been in effect since mid-2014, and will allow the formation of a unified systematic approach to solving current tasks in the field of suburban railway transportation.
The main goals of the new concept are to improve spatial connectivity and transport accessibility of territories, comfort, environmental friendliness, and safety of transportation, as well as the quality of services provided to passengers on suburban trains, and also the implementation of long-term tariff regulation and financing mechanisms for such transportation.
To achieve these goals, the development of long-term regional transport orders and the conclusion of long-term contracts for organizing transport services for the population by suburban railway transportation are envisaged, the formation of normative-legal and financial mechanisms of interregional interaction in the organization of such transportation, the renewal of rolling stock, digitalization and the introduction of new technologies, improvement of the normative-legal framework to enhance infrastructure and conditions for passenger transportation in suburban communication, the formation of conditions forincreasing the efficiency of carriers and owners of infrastructure activities and ensuring the payback of activities, as well as creating favorable conditions for attracting investments in industry development.
As a result of the implementation of the concept, by the end of 2035, up to 7 thousand units of railway rolling stock should be purchased, and the volume of passenger transportation in suburban communication will increase by at least 15%. In addition, a 100% possibility of selling travel tickets in electronic form will be ensured. At the same time, at least 50% of tickets will be issued electronically within the framework of a unified transport document.
Update the concept of the development of suburban passenger transportation by rail. The Government was instructed by the President following the results of the meeting of the Presidium of the State Council on public transport development issues.
On the approval of the new concept, Mikhail Mishustin announced at the Government meeting on May 6. The head of the Cabinet noted that millions of our citizens use electric trains daily for short trips. For many people, it is a fast and affordable way to get to work or school, medical institutions, places of recreation, as well as neighboring cities.
