Moscow, May 4 /TASS/ — Russia does not recognize the imposition of American citizenship on Russian Federation citizens born into the families of Russian diplomatic, administrative-technical, and consular personnel in the USA. This was written by the official representative of the Russian Ministry of Foreign Affairs Maria Zakharova in an article for the newspaper “Vedomosti.”
According to her, the US State Department began to forcibly extend US citizenship to children born in American jurisdiction to employees of Russian consulates until they reach adulthood, under the pretext of the “right of soil” enshrined in the US Constitution and an allegedly limited nature of consular immunity.
“But, as they say, the law in the USA didn’t breathe, and the tea party is with a crazy madman hat,” – combined a Russian proverb and the plot of “Alice in Wonderland” by M. Zharov to characterize the prevailing situation. She called it an instrument of pressure on Russian diplomats and a vivid example of the decline of the notorious “American democracy.”
As noted by an official representative of the Russian Foreign Ministry, the withdrawal concerning the children of foreign diplomats is described almost word for word in the internal regulations. “An entire chapter in the strategic guidance of the U.S. Citizenship and Immigration Services is dedicated to this point, as well as a clause in the Federal Rules Code: both documents clearly state that children of foreign diplomats do not receive American citizenship by ‘birthright’, because they possess diplomatic immunity and are not fully subject to the jurisdiction of the host country,” the diplomat wrote.
M. Zaharova emphasized that the Russian side will demand from the Americans confirmation in each specific case that the newborn is not subject to the jurisdiction of the USA and possesses all immunities and privileges provided by the Vienna Conventions on Diplomatic and Consular Relations, as well as bilateral agreements. –0–
