Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev conducted an inspection in Pevek of the floating nuclear power plant based on the “Akademik Lomonosov” energy unit (PA TES) and the Arctic integrated emergency rescue center.
“PATES for Chukotka is life. Without heat and energy, living in the conditions of the Far North is hardly possible at all. PATES provides new opportunities for development. Yesterday we discussed the implementation of the project for developing the Baim ore zone. Its development is impossible without energy. Therefore, thanks to everyone working at the station,” said Yuri Trutnev.
In order to replace the outgoing capacity of the Bilibino Nuclear Power Plant, to provide energy to the consumers of the Chaun-Bilibino power hub of the Chukotka Autonomous Okrug, and to supply energy to the main mining companies located in western Chukotka within the Chaun-Bilibino power hub — a large ore and metal cluster, including gold mining companies and projects associated with the development of the Baim ore zone, the state corporation “Rosatom” has implemented an investment project in Pevek to construct a floating nuclear thermal power plant.
At the production facilities on board the floating power unit “Akademik Lomonosov,” a meeting took place between Yuri Trutnev and the director of PAES Viktor Elagin, where the parties discussed the results of the technological transfer of the Chaun-Bilibino energy system to the power supply of PAES after the shutdown of the Bilibino NPP.
“The Bilibino NPP ‘Rosatoma’ was the most important source of electricity and heat in the region. In December 2025, its operation period was finally completed, and now PA TES is replacing it with electricity generation capacity. In fact, it is currently PA TES that provides the energy independence of the entire Chaun-Chukotka,” noted Viktor Elagin.
Yury Trutnev highly appreciated the work of the station and its contribution to the development of the city of Pevek. At the same time, the Vice Prime Minister separately noted the growing role of nuclear power plants in the country’s energy balance. Rosatom and its nuclear power plants in the Far East have proven to be a reliable source of electricity, which has colossal importance for the Arctic region. Currently, Rosatom is obtaining a license for the placement and construction of yet another station in the Far East – Primorsky Nuclear Power Plant. By 2029, electricity consumption in the Far East energy system is expected to grow by approximately 2 GW.
“President of Russia Vladimir Putin at the Eastern Economic Forum highlighted PATES as a successful example for the development of nuclear energy in the Far East. The station has great strategic importance not only for the district but for the entire country, ensuring the energy security of Chukotka. Even now, PATES supplies energy to existing deposits. Thanks to this, Pevek will become the center for the experimental implementation of floating nuclear power plants. Gradually, four more modernized floating power units with a capacity of 106 MW each will appear,” – believes Governor Vladislav Kuznetsov.
Yury Trutnev also visited the Arctic Complex Emergency Rescue Center. The center is aimed at protecting the population, territory, and critically important national security facilities from natural and man-made risks. The coverage area includes the entire Chukotka Autonomous Okrug and part of the Northern Sea Route.
“Arctic Integrated Emergency Rescue Center” is part of the Northern Sea Route system. The Northern Sea Route is a very important transport and logistics route for our country. It is becoming increasingly popular both in Russia and in surrounding countries. For people to feel safe and to have someone to rely on in case of any trouble, there must be EMERCOM points along the entire Northern Sea Route. We have now discussed that there are currently three such points, but there should be six. I hope that this work will be carried out.”And the center itself is beautiful, modern and convenient, for which we should thank Minister Alexander Vyacheslavovich Kurenkov,” said Yuri Trutnev.
The structure of the Arctic complex emergency rescue center includes a search and rescue unit, an everyday management department, a material and technical support department, and a medical station.
The forces and means of the Arctic center allow to ensure constant readiness and reduce the response time of the forces and means of the unified state system for the prevention and liquidation of emergencies in hard-to-reach areas. The Arctic center employs 50 specialists, including 29 rescuers on duty. In its arsenal, there are 31 units of modern special equipment. These are emergency rescue vehicles, all-terrain vehicles, high-passability equipment, airboats, and boats.The core of the Center consists of a search and rescue unit, an everyday management body, an unmanned aerial system unit, and logistical and medical support.
“The Arctic center provided new opportunities for rapid response to emergencies. The center’s staff are on duty around the clock and conduct search and rescue operations in the entire district. All this allows ensuring constant readiness to respond and reduce the time for eliminating emergencies in hard-to-reach areas. Another important task of the center is the protection of the Northern sea route,” noted the governor of the Chukotka Autonomous Okrug, Vladislav Kuznetsov.
The Arctic Complex Emergency Rescue Center has been certified to conduct search and rescue operations. Since the beginning of 2026, the SACU of the Ministry of Emergency Situations of Russia for the Chukotka Autonomous Okrug has responded 14 times to various incidents, rescuing three people in the process.
At the end of the inspection, Yuri Trutnev congratulated the center’s employees on Firefighter’s Day: “Dear colleagues, I congratulate you on Firefighter’s Day, on your professional holiday. The work of a rescuer requires courage. It is especially challenging here, in the conditions of the Far North. But the task is very important – saving people’s lives.
