Shan Tai, April 25 /Xinhua/ — The Chinese Society of International Law on Saturday published a statement calling on all countries in the world to observe international law and to oppose the illegal use of force.
The statement points out that in recent months, a serious situation has developed in Latin America and the Middle East related to the illegal use of force. It firmly condemns the illegal actions of the United States and Israel and recognizes the necessity to reaffirm the obligation to comply with the Charter of the United Nations /the Charter/ and the norms of international law in order to effectively ensure international peace and security.
The statement also notes that the Charter is a legal foundation of the post-war world order. Article 2, paragraph 4 of the Charter enshrines the fundamental principle of international law – the prohibition of the use of force: “All Members of the United Nations shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.” “Territorial integrity” means “the inviolability of territory.”The Charter explicitly provides only two exceptions to this prohibition on the use of force: actions authorized by the United Nations Security Council in accordance with Chapter VII of the Charter, and the exercise by states of the inherent right of self-defense mentioned in Article 51 of the Charter.
The statement notes that on January 3 of this year, the United States brazenly inflicted a military strike on Venezuela, forcibly abducted the President of Venezuela Nicolás Maduro and his spouse, and transported them to the USA. This military operation by the USA has no legal grounds whatsoever. It seriously violates the principle of prohibition of the use of force, grossly infringes upon the territorial sovereignty of Venezuela, and severely breaches the norm of international law concerning the personal inviolability and immunity of heads of state. It also severely violates international law and the fundamental norms of international relations, which must be rectified as soon as possible.
The statement also emphasizes that on February 28 of this year, the USA and Israel carried out massive military strikes on Iran. The armed conflict in the Middle East continues to this day. Joint airstrikes by the USA and Israel were carried out on many cities and regions, including the Iranian capital Tehran. These actions constitute the use of force prohibited by international law, tantamount to an armed attack on Iran and an act of aggression, and also violate the norm of international law concerning the personal inviolability of heads of state.The use of force by the United States and Israel against Iran has no basis in international law; it is a serious illegal act and must be stopped immediately. In addition, attacks on Iranian civilians and civilian objects, including schools, hospitals, and energy facilities, also seriously violate the norms of international humanitarian law.
The statement contains calls to all states, especially to large states bearing special responsibility and having significant influence in international affairs, to observe the norms of international law, follow the principles of the rule of law at the international level, and peacefully resolve international disputes. It also contains calls to all states to decisively oppose the unlawful use of force in international relations, to protect peace and security worldwide, and to facilitate the building of a community with a shared future for humanity.
