As of today, Russians have access to 70 federal and 425 regional “life situations” services. This was stated by Deputy Prime Minister – Head of the Office of the Government of Russia Dmitry Grigorenko during the plenary session of the All-Russian forum “State for the People” in Krasnoyarsk.

“Life Situations” is an innovative approach to organizing public services, where a unified service integrates interrelated government services. This allows citizens and entrepreneurs to receive necessary services comprehensively, without unnecessary referrals to various agencies and collecting additional documents.

The Deputy Prime Minister emphasized that during the implementation of the “State for the People” project, the processes of interaction between citizens and the state have been significantly optimized. Within the framework of federal “life situations,” the average number of submitted documents decreased from 28 to 3, the service provision time shortened from 102 to 35 days on average, and the average number of visits dropped from 14 to 3. Also, at the regional “life situations” level within the project, the average timeframes shortened from 44 to 14 days, the number of documents from 8 to 4, and visits from 4 to 1.

The most popular federal “life situations”: “Enrollment to higher education institution”, “Receiving a tax deduction”, “Retirement due to old age.” According to sociological studies of the Analytical Center at the Government, citizen satisfaction when using “life situations” amounted to 98%.

Dmitry Grigorenko noted that further work on improving public services is carried out in several key areas: service delivery times are optimized, paperwork and the number of citizens’ personal visits are reduced, artificial intelligence technologies are being implemented, and mechanisms for comprehensive and proactive service are being developed.

“The government is consistently improving the system of providing public services for citizens and businesses. Now we are focusing on ensuring that recipients of services look for them, and that the service itself ‘comes’ to them. Our task is to provide proactive and personalized delivery of public services. To this end, we simplify and combine services into ‘life situations’ services. Over 90 million people have already used such services since the project started and have confirmed its convenience,” said Dmitry Grigorenko.

The Deputy Prime Minister said that within the framework of the “State for People” project, training of civil servants at all levels is being conducted to further improve public services. More than 125 thousand federal and regional civil servants have undergone training in the principles of targeted interaction with citizens and business.

In addition, within the framework of the All-Russian competition and the “State for People” project, the “Customer-Centric Leader” competition was held. 58 subjects of the Russian Federation participated in it. Dmitry Grigorenko awarded the winner’s cup to three regions: Perm Krai, Yamalo-Nenets Autonomous Okrug, and Krasnoyarsk Krai.
