China Publishes Measures to Promote the Development of Comprehensive Bonded Zones

Beijing, April 18 /Xinhua/ — China has announced a set of measures to assist in the expansion and improvement of the quality of comprehensive bonded zones, aiming to stimulate their qualitative development.

24 measures, disclosed in a document transmitted by the Chancellery of the State Council of the PRC and developed by the General Customs Administration of the PRC, are focused on four areas, namely on increasing the level of development of new forms and models of business, ensuring the sustainability and security of production chains and supply chains, facilitating the integrated development of domestic and foreign trade, as well as improving intellectual regulation and coordinated management.

The document outlines specific steps to stimulate the development of repair and testing services within bonded zones, promote the development of cross-border e-commerce, and strengthen integrated development of scientific research in the field of biomedicine.

Bonded logistics zones are territories under customs control with simplified customs clearance procedures that serve as important platforms for China’s efforts to open up to the outside world. Measures such as tax refunds upon entry, free movement of goods within the zone, etc., help enterprises significantly reduce institutional transaction costs.

During the 14th five-year plan period (2021-2025), China’s share of comprehensive bonded zones and other special customs control zones accounted for one-fifth of the country’s total foreign trade volume. -0-
