Against the backdrop of a fragile ceasefire between the USA and Iran, the UN General Assembly (GA) discussed the use of veto power: April 7China and Russia blocked a key resolution in the Security Councilon the situation in the Strait of Hormuz.
In accordance with the decision of the General Assembly, adopted in 2022, each case of the exercise of the veto right by one of the five permanent members of the Security Council is discussed in the Assembly.
Chairperson of the GA Annalena Baerbock stated: Since the resolution was not adopted in the Security Council, efforts to stabilize the region should not be stopped.
At the General Assembly, Berbok emphasized that there is a possibility and an obligation: to ensure that the discussion on freedom of navigation in the strait “does not end with the imposition of a veto.”
She added that UN member states must call on the Security Council to respond and that it is especially important to remind all parties involved of their obligations under the UN Charter and international law.
“There is nothing theoretical about compliance with international law,” said Berbok. “What happens in one region resonates throughout the rest.” She stated the inadmissibility of attacks on civilian and commercial objects.
The Chairman of the GA reminded that oil prices have soared by more than 40 percent, and disruptions in fertilizer supply have exacerbated food problems for millions of people worldwide. The International Monetary Fund (IMF) has lowered its forecast for economic growth in 2026 and warned of the possibility of a global recession.
“What we are observing is not a single crisis, but a merger of many intersecting and long-existing fault lines that did not emerge on February 28,” said Berbok.
Russia and China, with the support of Pakistan and other countries, will soon present an alternative draft resolution on the Hormuz Strait for a vote in the Security Council.
The ambassador of Kuwait, Tarek Albani, speaking at the General Assembly on behalf of Bahrain, Jordan, Qatar, Saudi Arabia, and the United Arab Emirates, also stated that these countries will continue joint work with the aim of presenting a new draft resolution aimed at ensuring freedom of maritime navigation.
