The 10th International Labor Forum has concluded in Saint Petersburg, gathering more than 10,000 participants. The forum confirmed its status as the largest discussion platform on issues of staffing, labor productivity, regulation of labor migration, and modernization of the employment system. Saint Petersburg State Polytechnic University of Peter the Great became the organizer and one of the active participants in the business program. The university presented its practices in the field of higher and additional professional education.

At the plenary session “World of Labor: Heritage and New Horizons,” Dmitry Tisonov, Vice-Rector for Additional and Pre-University Education at SPbPU, took part. The main topics of discussion were forecasting the Russian labor market for the period 2030–2040, key trends, regulation mechanisms, and the role of new national projects. Particular attention was paid to issues of long-term staffing guidelines and the training of a new generation under conditions of rapid change.

Dmitry Tisonov noted:No one today can name with absolute certainty the set of technologies that will define the labor market in 2040. That is precisely why the ability of a person to retrain, adapt, and quickly master new things is especially important. The foundation of such flexibility is fundamental training. It provides a foothold, allowing a specialist not just to react to changes, but to build their own professional trajectory. That is why fundamental training inevitably retains key significance. I would even say that today it again comes to the forefront..

One of the central events of the forum was a strategic session “State personnel policy in the conditions of technological sovereignty: support measures and special personnel contours.” The event was organized by SPbPU and the Committee on Labor and Employment of the Population of St. Petersburg. The session was moderated by the head of the Directorate of Continuing Education and Industry Partnership, Ivan Kurta.

The session brought together representatives of higher education, corporate education, the largest employers, and federal project operators. The discussion focused on practical mechanisms for staffing technological development, the role of universities in building a sustainable system for training and retraining personnel, as well as the possibilities of additional professional education as one of the most flexible tools to respond to economic demands.

For Polytech it is fundamentally important not only to participate but also to act as the organizer of such large-scale platforms. It is precisely in this format that a meaningful dialogue is formed between the university, employers, and the government. For us, this is an opportunity not just to discuss personnel challenges, but also to propose practical solutions, including through tools of additional professional education.,— noted Ivan Kurta.

Dmitry Tisonov spoke at the event. He dedicated his report to network forms of interaction and the new role of universities as integrators providing a connection between the state, enterprises, federal operators, and corporate training within a unified framework for personnel training. He separately emphasized the importance of forming a system of professional development for employees, including on the basis of network interaction with corporate training centers, to build a managed personnel policy for the university.

In the strategic session, the director of the Institute of Distance Education, Vice-Rector for the Development of Continuing Education of Tomsk State University — the federal operator of the project “Active Employment Measures,” Mikhail Shepel, also took part. He emphasized the importance of sustainable partnership between universities, employers, and the government in solving technological leadership tasks, and also noted the role of the Polytechnic in the development of practice-oriented models of continuing professional education.Today, the tasks of technological leadership require not separate educational solutions, but sustainable partnerships between strong universities, employers, and the state. In this sense, the link between Tomsk State University and the Polytechnic demonstrates how federal agenda, practical economic demand, and real tools for personnel training can be connected. Polytechnic plays a special role here — a university capable of quickly translating strategic tasks into working models of additional professional education..

Partners of the Polytechnic University also participated in the strategic session. Alexander Pechenkin, Director of the “Gazprom Corporate Institute,” emphasized:The link between corporate training, university competencies, and additional professional education mechanisms today becomes an indispensable condition for sustainable human resource policy. The polytechnic institution in this system acts as an important partner, capable of connecting the academic base and the practical demands of employers. National projects strengthen these capabilities and allow for scaling successful solutions..

First Deputy General Director of LLC “Gazprom Mezhregiongaz Engineering” Gennady Petrov noted:Technological development requires not only modern solutions but also trained specialists capable of quickly adapting to new production tasks. In this sense, additional professional education becomes the most important tool for tailoring competencies to specific industry needs. In interaction with Politekh, we see serious potential for such work, and national and federal projects create additional opportunities for it..

We develop a systematic approach to personnel training. The company, in cooperation with educational institutions, forms the future staff and, during the training process, provides a unique opportunity for students to decide on their choice of profession.,” — said Lyubov Zaitseva, director of personnel at the energy sales company “RKS-energo”.

The Director of Human Resources of the Beaton Group of Companies, Maria Bagirova, emphasized:At the moment, we have a specific task ahead of us: to unload the repair unit that services five production sites by training production workers in additional professions. We see the solution to this issue in the educational program of the National Project “Personnel,” implemented jointly with the university..

At the end of the session, participants formulated proposals for the development of state personnel policy under conditions of technological sovereignty, including strengthening coordination between the state, employers, and educational organizations.

During the Polite forum, the partnership network was expanded. At the event, a cooperation agreement was signed between Saint Petersburg State Polytechnic University of Peter the Great and the Committee on Labor and Employment of the Population of Saint Petersburg. The document is aimed at developing interaction in the field of forecasting personnel needs, implementing joint additional professional programs, and facilitating the employment of graduates.

One of the significant topics of the forum was the social adaptation of SVO participants. Associate Professor Ivan Kolomeytsev of the Higher School of Social Sciences presented an advanced training model developed at the Polytechnic for military personnel.

When a person returns, they simultaneously address issues of health, family, adaptation, and employment. If a professional trajectory is launched in advance, motivation and time are saved, and by the time the contract is completed, they already have real competencies and a confirmed next step., — explained Ivan Kolomeytsev.

The model has already undergone testing in a university pilot project and is building a unified support framework that unites the family, university, employers, regions, and specialized accompanying institutions.

In this area, Dmitry Tisonov signed a cooperation agreement within the framework of the “Svoy trud” (“Own Labor”) project with the subsidiary “Rostelecom” at the forum. The parties agreed to combine efforts for the comprehensive adaptation of participants of the special military operation (SMO) to peaceful life. The key directions will be retraining veterans through additional professional education programs at the Polytechnic University, as well as promoting their social integration and professional self-realization.

The seminar-meeting “Personnel Policy in Organizations Under the Jurisdiction of the Ministry of Science and Higher Education of the Russian Federation: Management, Motivation, and Development Tools” was attended by the Vice-Rector for Educational Activities of SPbPU Lyudmila Pankova. In her speech, she presented a system of professional trajectories for teachers at the Polytechnic University, based on a differentiated approach to the roles of “teacher-researcher,” “teacher-mentor,” and “teacher-practitioner.”

The presented model incorporates differentiation based on the planned activity outcomes., — noted Lyudmila Pankova.

She also took part in the discussion platform “Alliance of Education and Business in the Context of the New Economy: a Formula for Joint Development,” where she presented new formats of interaction between the Polytechnic University and industrial partners.

To expand the geographical opportunities for students at the forum, an agreement was signed between SPbPU and the Employment and Labor Agency of the Krasnoyarsk Territory. As Lyudmila Pankova noted, the partnership is aimed at promoting the employment of students and graduates, organizing internships and traineeships, as well as developing joint career projects.

The head of the technological leadership office of SPbPU, Oleg Rozhdestvensky, participated in the plenary session “Personnel of the new generation: is the SPO system ready for the challenges of the time?” In his speech, he emphasized the importance of balancing short-term and long-term perspectives in the training of engineers, between the student’s self-determination and the employer’s request, as well as between the role of the engineer as a mentor and as an executor of applied tasks in a high-tech industry.

Also, Oleg Rozhdestvensky spoke about the strategic changes occurring at SPbPU:We focused on three key scientific and technological directions (KNTN). Through the prism of these KNTN, we reviewed educational activities. Since last year, every third new program has been launched taking into account our main scientific and technological directions, the goals and objectives of national projects for technological leadership, and necessarily with an industrial partner..

In addition, the forum discussed issues related to the training of new generation managers for the real economy sector and the public service. Active participation in the specialized section was taken by the teachers and students of the Institute of Industrial Management, Economics and Trade.

At the session “Management personnel for technological leadership: challenges for education,” Olga Kalinina, director of the Graduate School of Production Management, presented the key challenges in preparing modern managers and the best practices of the Polytechnic University. Faculty members and students of the Graduate School of Production Management also participated in a panel discussion of the Center for Productivity Improvement, dedicated to factors and tools of operational efficiency.

Participation in such an event is very important for our school. Together with students and teachers, we listen to experts, participate in discussions. As a result, we see the real demands of employers and try to respond promptly to them, introducing new training formats, adjusting the content of educational disciplines and modules, implementing enhanced practice-oriented elements in the training process.,” — noted Olga Kalinina.

Teachers and students of the Higher School of Public Administration participated in the section “Public Civil and Municipal Service.” There, together with leading experts, they discussed the transformation of personnel management, the impact of digital technologies and artificial intelligence on public administration, and the readiness of the system for accelerating changes.

The labor forum has already become a tradition for us: we are participating in it for the tenth time. It is a unique platform for live dialogue, where theory meets practice. Discussing the issues of digital transformation and the development of the civil service is especially important today, when the management system is changing rapidly. Such meetings help not only to identify trends but also to shape the future of the profession.,— noted Maksim Ivanov, Deputy Director of IPMET for prospective projects and youth policy.

The labor forum has become for Politeka not only a place for exchanging experiences, but also an effective stage for building systematic partnerships with employers and authorities. The agreements reached and the statements of university experts set the direction for further modernization of educational programs in the interest of the country’s technological development.
