China intends to attract more foreign R&D centers to the country — Ministry of Commerce of the PRC

Beijing, April 16 /Xinhua/ — Research and experimental development centers /R&D/ with foreign funding are becoming a key element of China’s innovation system, while many transnational corporations /TNCs/ are modernizing their activities in the country, turning production bases into cradles of innovation. This was stated on Thursday by an official representative of the Ministry of Commerce of the PRC, Ye Jadun.

As He Yadun noted at a regular briefing for journalists, foreign NIOKR centers in China are transforming from localization centers into global innovation hubs.

In 2025, the share of the scientific research and technical services sector accounted for almost one-fifth of the total volume of actually utilized foreign capital in China, and this share has been steadily increasing for seven consecutive years.

Last year, 14 thousand new enterprises with foreign funding were created in China’s scientific research and technical services sector, which is 27.2% more compared to the previous year. In recent years, R&D centers of a number of TNCs have been opened in the country, such as AstraZeneca, Philips, and Porsche.

China continues to strengthen political support for foreign National Innovation and Entrepreneurship Demonstration Centers (NIOCs). The revised version of the encouraged industries list for foreign investments, effective from February 1 this year, contains more positions in areas such as the development of new pharmaceutical drugs and digital creative technologies.

In February, a circular was published on extending the policy of exemption from import customs duties, as well as from value-added tax and excise duties on imports for imported research materials used by foreign R&D centers.

He Jadun promised that at the next stage the Ministry of Commerce, together with the relevant departments, will work on attracting a larger number of TNK to place subdivisions of R&D centers in China, so that they can use an integrated industrial system, a highly qualified personnel reserve, and diverse application scenarios in the country.

TNCs can fully reveal their advantages and potential in the process of China’s green, digital and intelligent transformation, taking advantage of the development opportunities provided by the country, added He Yadun.
