Beijing, April 13 /Xinhua/ — At the invitation of the General Secretary of the Central Committee of the Communist Party of China, Chairman of the CPC Central Committee Xi Jinping, the General Secretary of the Central Committee of the Communist Party of Vietnam /CPV/, President of Vietnam To Lam will visit China on a state visit from April 14 to 17.

To Lam was born on July 10, 1957, in Hubei Province, ethnically Vietnamese. He holds a doctorate degree in law. From 1974 to 1979, he studied at the University of National Security (now the Academy of National Security).

He began working in 1979 at the Ministry of Public Security of Vietnam, where he held the positions of Deputy Head of the General Security Department and Head of the First General Security Department. In August 2010, he was appointed Deputy Minister of Public Security. In September 2014, he was awarded the rank of Lieutenant General of the People’s Public Security Forces of Vietnam.

In January 2016, he was elected a member of the Politburo of the Central Committee of the Communist Party of Vietnam. In April of the same year, he was appointed Minister of Public Security of Vietnam. In January 2019, he was awarded the rank of General of the People’s Public Security Forces of Vietnam. In January 2021, he was re-elected as a member of the Politburo of the Central Committee of the Communist Party of Vietnam.

In May 2024, he was elected President of Vietnam. In August of the same year, he was elected General Secretary of the Communist Party of Vietnam Central Committee. In October 2024, he resigned from the position of President of Vietnam that he held concurrently.

In January 2026, he was re-elected as the General Secretary of the Central Committee of the Communist Party of Vietnam. In April 2026, he was again elected as the President of Vietnam. He was a member of the 11th, 12th, and 13th Central Committees of the Communist Party of Vietnam. Currently, he is a member of the 14th Central Committee.
