On April 13, 2026, the sixth meeting of the Joint Commission at the level of the heads of governments of the Russian Federation and the Republic of Uzbekistan (hereinafter – Joint Commission) was held in Moscow.
In the atmosphere of trust, openness, and full mutual understanding inherent in the Russian-Uzbek dialogue, the participants of the meeting (hereinafter referred to as the Parties) held detailed and fruitful negotiations, assessing the implementation of agreements on the development of Russian-Uzbek trade-economic and cultural-humanitarian cooperation achieved at the fifth meeting of the Joint Commission at the level of the heads of governments of the Russian Federation and the Republic of Uzbekistan (Tashkent, September 9–10, 2024).
The Chairman of the Government of the Russian Federation M.V. Mishustin and the Prime Minister of the Republic of Uzbekistan A.N. Aripov recognized the important role of the joint commission of the two countries, created on their initiative, in coordinating steps aimed at deepening and expanding cooperation across a wide range of bilateral interaction issues. The significance of the Joint Commission as a unique intergovernmental institution responsible for the high status of particularly privileged relations between the two countries was emphasized.
The parties confirmed their adherence to the provisions of the Treaty on Strategic Partnership between the Russian Federation and the Republic of Uzbekistan of June 16, 2004, the Treaty on Allied Relations between the Russian Federation and the Republic of Uzbekistan of November 14, 2005, and the Declaration on Comprehensive Strategic Partnership between the Russian Federation and the Republic of Uzbekistan of September 15, 2022.
The Russian Federation and the Republic of Uzbekistan, creating favorable external conditions, will maintain close cooperation within the framework of the UN and its specialized structures, the CIS, the SCO, BRICS and other multilateral organizations and forums. The demand for the “Central Asia – Russia” format is noted. Measures undertaken by the Republic of Uzbekistan to cooperate with the Eurasian Economic Union are welcomed.
Heads of governments recognized the effective work of the Intergovernmental Commission on Economic Cooperation, the 26th meeting of which was held on December 3, 2025, in Tashkent, along with sectoral subcommissions. The parties continue to strive to achieve the priority goal designated by the President of the Russian Federation V.V. Putin and the President of the Republic of Uzbekistan Sh.M. Mirziyoyev, to increase the volume of mutual trade turnover to 30 billion dollars.The USA by 2030 will focus on the implementation of the Comprehensive Program of Economic Cooperation between the Government of the Russian Federation and the Government of the Republic of Uzbekistan for 2022–2026 and the Action Plan for its implementation.
The parties support the strengthening of direct trade and economic relations between the regions and business circles of the two countries. Positive results of the II Council of Regions of Russia and Uzbekistan held on October 21–22, 2025, in the Moscow region were noted.
Systematic work continues on creating the most favorable conditions for deepened cooperation and joint investment projects in key manufacturing industries, facilitating direct channels of interaction between economic entities and sectoral organizations. Measures of state support, provided for by the legislation of the Parties, including those based on agreements fixed in joint programs and plans for the development of industrial cooperation and the increase of mutual trade, will continue to be provided to them.
The parties welcome the holding in Tashkent of the annual joint International Industrial Exhibition “INNOPROM. Central Asia” with an interest in further expanding business cooperation between enterprises of the regions.
Further support will be provided by the implementation of mutually agreed arrangements on enhancing the sustainability of supply chains and production, the development of e-commerce, the introduction of innovations, and ensuring technological leadership.
The parties continue to implement mutually beneficial projects in the field of development of transport infrastructure and transport routes of Central Asia – Russia. Special attention will be paid to the digitization of international transport processes, including mutual recognition of electronic transport and shipping documents, the implementation of the e-CMR system, as well as the formation in the future of a unified digital space in the field of transport.
Moreover, the parties confirmed their intention to take joint measures to expand the geography of regular passenger transportation between the Russian Federation and the Republic of Uzbekistan.
Access to mutual trade, simplification and acceleration of customs operations during the movement of goods between two countries, and further advancement will be facilitated by a simplified customs corridor.
A successful start to the practical implementation of the integrated NPP construction project in the Republic of Uzbekistan has been noted, namely the start of concrete work at the construction site of the station in the Jizzakh region. The signing of an addendum to the contract for the construction of the NPP in the new configuration, as well as the “Roadmap” for cooperation in the atomic and related fields, has been recorded with satisfaction.
Emphasized is the importance of interaction between the Ministry of Finance of the Russian Federation and the Ministry of Economy and Finance of the Republic of Uzbekistan within the framework of the Memorandum on cooperation of the financial authorities of the CIS member states in the field of public finance management. The joint work based on the Agreement on the provision to the Republic of Uzbekistan of scientific and methodological support and technical assistance in the field of public finance management is positively evaluated.
The parties continue to strengthen bilateral financial and banking ties, increase the share of national currencies in mutual settlements, and implement projects in the payment sector aimed at providing citizens of both countries with modern and reliable payment instruments.
To promote the development of bilateral trade and economic activities, the importance of cooperation between the central and commercial banks of the two countries was noted.
The parties express their readiness to consider a joint initiative on access to the markets of third countries in the IT field, as well as the development of IT export.
The parties continue close cooperation across the full spectrum of environmental issues, including within the framework of the Agreement between environmental agencies.
Cooperation in the field of healthcare between Russia and Uzbekistan is strategic in nature and has the broadest prospects. The parties are activating cooperation in order to form national healthcare systems, increase efficiency, and ensure the availability of high-quality and effective medicines and medical products.
The parties continue privileged scientific and educational cooperation, as well as expert interaction and exchange of experience in the field of medical care, medical education, and science.
Special attention will be paid to the training of medical personnel, the implementation of advanced diagnostic and treatment methods, and the further expansion of interaction in such priority areas as oncology, transplantology, hematology, and maternal and child health care.
Continuing cooperation on sanitary and epidemiological welfare of the population, the parties pay special attention to the prevention of infectious diseases, as well as to the expansion of the corresponding laboratory infrastructure within the framework of joint programs and scientific research activities.
In connection with the consideration of the organized set as the main tool for effective management of labor flows, the importance of transferring to an orderly and coordinated involvement of specialists based on the Agreement between the Government of the Russian Federation and the Government of the Republic of Uzbekistan on the organized recruitment and involvement of citizens of the Republic of Uzbekistan for temporary labor activity on the territory of the Russian Federation is emphasized, including the conduct on the territory of the Republic of Uzbekistan of a comprehensive pre-immigration procedure (photographing,dactyloscopic registration, check for entry restrictions.
A high level of personnel training for the Republic of Uzbekistan will be maintained in the field of science and education. An important role of the branches of Russian universities in the republic has been noted.
The parties expressed support for practical cooperation in the field of child and youth education, exchange of experience, and joint implementation of projects aimed at the spiritual and moral development of preschool and school-age children, as well as the formation of innovative educational programs.
It was decided to develop cultural cooperation, with particular attention to the fields of creative education, cinematography, and theatrical arts, to support Russian theaters of the Republic of Uzbekistan, to continue the positive practice of holding joint cultural events, including exchange Culture Days and Film Days, as well as participation in cultural events held on the territory of Russia and Uzbekistan.
The parties agreed to facilitate the conduct of joint training events and sports competitions at sports facilities in Russia and Uzbekistan in accordance with the Plan of Activities for the Development of Cooperation in the Field of Physical Culture and Sports between the Russian Federation and the Republic of Uzbekistan for 2026–2027.
Russia and Uzbekistan oppose the politicization of sport and its use as an instrument of discrimination against athletes based on citizenship, language, religion, political and other beliefs, racial or social origin. The parties call on the world community for equal international sports cooperation that corresponds to the universal values of sport.
The parties emphasized the importance of expanding cooperation in non-Olympic sports, including its innovative disciplines, and also agreed to continue interaction in student sports.
The heads of government of the Russian Federation and the Republic of Uzbekistan are convinced that the sixth meeting of the Joint Commission has become an important stage in strengthening trade-economic and cultural-humanitarian cooperation between the two countries. The negotiations held in a constructive manner reflect the special nature of the comprehensive strategic partnership and alliance between Russia and Uzbekistan.
The next meeting of the Joint Commission at the level of heads of government of the Russian Federation and the Republic of Uzbekistan will be held in 2027 in the Republic of Uzbekistan. The specific dates will be agreed upon additionally through diplomatic channels.
