The Chairman of the Government of the Russian Federation Mikhail Mishustin and the Prime Minister of the Republic of Uzbekistan Abdulla Aripov held a meeting of the Joint Commission at the level of heads of government of the two countries.

Dear friends, colleagues!
Glad to welcome you and all our Uzbek partners, friends in Moscow at the 6th meeting of the Joint Commission at the level of heads of government of Russia and Uzbekistan.
Today we will specifically discuss with you how the tasks set by our presidents – Vladimir Vladimirovich Putin and Shavkat Miromonovich Mirziyoyev – are being carried out. And we will determine the measures for further strengthening of Russian-Uzbek relations as an all-encompassing strategic partnership and alliance.
Our economic and investment interaction is actively developing even in conditions of geopolitical turbulence.
Russia ranks among the leaders in the volume of Uzbekistan’s foreign trade. The mutual turnover last year increased by almost 12.5%. It has now approached three trillion rubles. In accordance with the agreements of the heads of state, we must significantly increase this indicator by 2030. I believe that the necessary base for the implementation of such plans exists.
A permanent dialogue has been established between Russia and Uzbekistan at all levels and in various formats. We met with you, dear Abdulla Nigmatovich, literally two weeks ago at the meeting of the Eurasian Intergovernmental Council in Kazakhstan. There was direct communication – between our relevant ministries and departments. The intergovernmental commission on economic cooperation is doing a large amount of work.
Direct interaction between the regions of Russia and Uzbekistan is being strengthened.
All this confirms a mutual tendency toward joint forward movement — in very different directions. Together, we are also looking for new growth points for our economy.
As a key area for strengthening cooperation, we consider energy. In the Jizzakh region, the construction of an integrated nuclear power plant according to the Russian project has begun. Concrete work started in March. The implementation of this large-scale initiative will undoubtedly give an additional impulse to the economy and social sphere of Uzbekistan, allowing to guarantee energy supply to residents and businesses with peaceful nuclear power for decades.
Active development and cooperation in the fuel sector. Agreements have been reached on the continuation of supplies of Russian oil and natural gas, and on increasing their volumes.
With the participation of specialists from Russia, drilling of new wells is being carried out, and modernization of processing systems and gas transportation infrastructure is underway on the territory of Uzbekistan.
Domestic investors are interested in developing cooperation with Uzbek partners. Around 150 projects with a total amount of over 4 trillion rubles are already being implemented in the republic. Alongside energy, these include light industry, chemical, mining, metallurgy, pharmaceuticals, telecommunications, logistics, trade, and infrastructure. There are also projects in the field of digital technology.
With technical and financial support from Russian companies and banks, the launch of the third copper processing plant at the Almalyk combine is secured. The start and construction of the fourth is being prepared.
Active work continues on creating a cluster in Uzbekistan for the production of railway technology – these are passenger cars, electric and diesel locomotives, as well as the supply of cars for the Tashkent metro.
Another example of active cooperation is joint techno-parks. In the republic, two industrial parks with Russian participation are successfully operating – “Chirchik” and “Jizzakh.” They allow the creation of about 3 thousand jobs. Such a network of structures should expand so that industrial companies in our countries have as many opportunities as possible to implement joint projects and, accordingly, produce promising products.
Dear colleagues!
All this is an example of mutually beneficial cooperation between Russia and Uzbekistan, and they, of course, are reinforced by our strong humanitarian ties.
Regularly, forums and festivals are held that help our peoples better learn the traditions and history of each other. The Days of Russian and Uzbek culture are also held.
Youth of Uzbekistan has the opportunity to receive education according to Russian standards. The largest network of branches of leading domestic universities has been established in the republic, including MGU, MGIMO, MIFI, and others.
Friends! As you can see, our cooperation is quite multifaceted, covering a wide range of directions. As emphasized by the President of Russia Vladimir Vladimirovich Putin, the further strengthening of ties fully corresponds to the interests of the friendly peoples of Russia and Uzbekistan.
And of course, we advocate for strengthening our cooperation in an integration format – this is the Commonwealth of Independent States, the Eurasian Economic Union, in which Uzbekistan has observer status, the Shanghai Cooperation Organization, and other multilateral structures. Joint work benefits our economies, increases the practical returns for entrepreneurs and citizens of Russia and Uzbekistan.

I want to express, first of all, my sincere gratitude to the Russian side and personally to you, dear Mikhail Vladimirovich, for the traditionally warm reception and excellent organization of yet another meeting of the joint commission.
First of all, allow me to convey sincere greetings and the warmest wishes from the President of the Republic of Uzbekistan, the respected Shavkat Miromonovich Mirziyoyev, to the President of the Russian Federation, the respected Vladimir Vladimirovich Putin, and to you personally, the esteemed Mikhail Vladimirovich.
Today, Uzbek-Russian relations of all-encompassing strategic partnership and alliance have reached a fundamentally new level. In recent years, interstate interaction has intensified. Multilateral fruitful cooperation in all directions is developing dynamically. Undoubtedly, this has become possible thanks to the strategic course set by the heads of our states.
Before the joint commission, the sixth meeting of which we are holding today, specific tasks have been set for the practical implementation of agreements reached at the highest level. We observe a high intensity of contacts at the government level. Ministries and departments of our countries interact closely. It has been established, as you, dear Mikhail Vladimirovich, have noted, stable partnership ties between our regions. 14 regions of Uzbekistan have already established good partnership relations with more than 50 subjects of the Russian Federation.
So, last year the second meeting of the Council of Heads of Regions in the Moscow Region was organized, as well as more than 100 mutual visits of regional leaders and delegations were arranged.
Meetings are held on a permanent basis, and co-chairmen of intergovernmental commissions constantly communicate. The Russian Federation has been and remains our key foreign economic partner and ranks second in Uzbekistan’s total trade turnover.
Over the past five years, bilateral trade has doubled and, as you have already noted, will exceed 13 billion dollars by 2025. According to our data, this positive trend continues into the current year: in the first two months of this year, trade volumes have grown by another 30%.
In order to achieve the goals set by the Presidents of Uzbekistan and the Russian Federation to bring mutual trade to 30 billion dollars by 2030, we are significantly expanding the range of mutual supplies, primarily by increasing the share of products with high added value.
More than 3,200 enterprises with Russian capital participation are currently operating successfully in Uzbekistan. The project portfolio amounts to almost 44 billion dollars.
