Infrastructure budgetary (IBK), special treasury (SKK), and treasury infrastructure (KIK) loans allow for the creation and renewal of communal, social, and road infrastructure. This, in turn, contributes to the comprehensive development of territories.

The mechanism of budget loans helps regions to create and update their infrastructure framework on favorable terms, including engineering networks, schools, kindergartens, roads, and much more. Such work stimulates further development of housing construction and contributes to the economic development of the entities. Since 2021, thanks to projects implemented with the involvement of infrastructure loans, more than 5 million square meters have been introduced in the Ural Federal District.The volume of off-budget investment in housing totaled almost 421 billion rubles, and the number of jobs created exceeded 37,800,» reported Deputy Prime Minister Marat Khusnullin.

The Deputy Prime Minister noted that among the trio of district leaders in housing introductions under the infrastructure loans program are Sverdlovsk Oblast — almost 2.7 million sq. m, Tyumen Oblast — almost 1 million sq. m, and Chelyabinsk Oblast — about 900 thousand sq. m.

The Ministry of Construction acts as the curator of the infrastructure loan program, and the Territorial Development Fund participates in its implementation.

“As of today, infrastructure loans remain one of the most effective tools for regional development. Regarding the current stage of project implementation in the Ural Federal District, a total of 43 facilities and events with the involvement of IBK and SKK have been completed. There are 77 facilities and events still in progress, including approved projects within the framework of treasury infrastructure loans, which were launched by the Government in 2025,” said Vasily Kupizin, General Director of the Territorial Development Fund.

Among the completed projects with the involvement of infrastructure loans of facilities in the Ural Federal District are the reconstructed collector of the pressure pipeline in Nefteyugansk of the Khanty-Mansi Autonomous Okrug, a new road section from Kuibyshev Street to Karl Marx Street in Kurgan, and reconstructed trolleybus depots in Chelyabinsk.

Construction of the metrotram line continues in Chelyabinsk, the “Yuzhnaya” water treatment station with a capacity of 100 thousand cubic meters per day in Nizhny Tagil, Sverdlovsk region, and the second stage of the household sewage collector from Tatischev Street to Nachdiva Onufriyev Street in Yekaterinburg.
