The project implementation began in 2017 to create yet another incentive motivating doctors to continuous professional growth. A specialist at a city hospital or clinic, holding the status of “Moscow doctor,” receives a monthly additional payment of 30 thousand rubles. Obtaining the status is mandatory for appointment to the key position of head of the department.

The status of “Moscow Doctor” confirms a high level of professional qualification, the presence of deep knowledge and competencies. And most importantly, having successfully passed this exam, the doctor gains additional confidence in their abilities, recognition from colleagues, and greater trust from patients. This opportunity is hugely popular among doctors. Since 2017, the status of “Moscow Doctor” has been awarded to more than five thousand specialists, including 3.2 thousand doctors in 2025.

The exam for the “Moscow Doctor” is considered one of the most difficult. It includes tasks not only in the specialized profile, but also in related disciplines.

Initially, doctors conduct testing — for the decision, 100 questions on the specialty are given, and they have three hours. This stage is considered the most difficult. Only 10 percent of applicants pass it successfully on the first attempt.

The second stage of the exam — demonstration of practical skills — is conducted at a simulation station that imitates real medical offices. The number of tasks depends on the specialty, and each is allocated 10 minutes. During this time, the doctor must fully solve a professional task according to the given conditions: perform a manipulation, for example, carry out laparoscopic surgery, examine the patient and make a diagnosis, apply stitches, and so on.Tasks based on real examples from medical practice that require the ability to make non-standard decisions and effectively interact with colleagues from other specialties.

The decision on awarding the status of “Moscow Doctor” is made by an expert commission based on the results of an interview. At this stage, data on the professional activities of the doctor from their digital portfolio are taken into account: the number of complex patients, the presence of complications after surgeries, and so on. The information is collected using a unified medical information and analytical system, which ensures its objectivity, completeness, and accuracy.
