On the eve of the Day of Military Commissariat Employees, which is celebrated on April 8, the Minister of Defense of the Russian Federation Andrey Belousov and the Mayor of Moscow Sergey Sobyanin inspected the new building of the military commissariat of the city of Moscow on Yablochkova Street. According to him, there have been radical changes in the field of military conscription and accounting, which have allowed for improvements in working with servicemen.
“A complex consisting of three buildings was constructed on Yablochkova Street. The first is the contract building, the second is the emergency draft office, and the third, where we are now sitting, is the military registration for all servicemen. The task was, of course, to create comfortable conditions both for those coming to serve and for those working here,” noted Sergey Sobyanin.
Until now, all work was distributed among 36 military enlistment offices, and conscripts sometimes had to go through the same procedures over several days. Now a completely different system is in place, allowing these times to be reduced to two hours.
Digitalization has also significantly simplified the process of registration and obtaining deferrals. For example, schoolchildren can be registered for initial military duty without visiting the military enlistment office, thanks to the fact that all necessary data is contained in a unified information system.
“We understand what kind of person and within what time frame they need to be drafted. If they have a deferral, if they are studying at a higher education institution, and so on, we simply do not touch this person, they calmly continue to study and work,” said the Mayor of Moscow.
Sergey Sobyanin also noted that the reorganization made the military accounting and conscription system more effective, clear, and comfortable for all participants in the process, and thanked the Ministry of Defense for the daily assistance and joint work. According to him, this project, implemented with the support of the President of Russia, has succeeded and is promising for scaling to other regions.
As clarified by the Minister of Defence of the Russian Federation Andrey Belousov, already 47 subjects of the Russian Federation would have implemented such projects themselves.
“What we have just seen here is how it should be. Therefore, our task now is to gain practice here. Our colleagues said that about 30 thousand people have been here over the entire time. More than 10 thousand of them have sought consultations,” said Andrey Belousov.
Among the important advantages of the new facilities, Andrey Belousov called the high level of automation and digitalization, as well as a clearly thought-out routing system that makes the passage through all procedures for conscripts and servicemen even more convenient.
According to the military commissioner of the city of Moscow, Maksim Loktev, the entire route of the conscripts is laid out with the help of an electronic control system. At the beginning of their journey, they receive cards, the use of which simplifies routing.
“Everywhere the conscript goes, he places the card, and the system suggests what he should do next. There is a reading device on every floor. If the conscript suddenly did not understand during communication with the operator where he should go next, he goes to the reading device, places the card, and the system gives him a prompt,” he said.
The use of a convenient routing system also simplifies the management of all processes taking place in a single military cluster, Maksim Loktev noted. This has become possible in part because key issues, including contract selection, conscript selection, and servicing civilians in reserve, are resolved in one territory.
In 2023, a Unified Selection Point for Contract Military Service was opened on Yablochkova Street, in 2024 — a Unified Draft Point. And finally, in January 2026, the military commissariat of the city of Moscow will be relocated there. In total, the complex is designed for the comfortable attendance of approximately three thousand people per day.

The construction of the new military commissariat building is planned for 2024–2025. In a ten-story facility with an area of 24.1 thousand square meters, a modern infrastructure has been created for the effective implementation of the main functions of military registration and enlistment offices. This work involves civilians who are in the reserve, including matters of updating military registration documents (updating personal data), as well as social support and conducting medical commissions.

Connected to the adjacent Single Draft Board of the city of Moscow building is a two-level covered passage located on the second and third floors. The barrier-free environment (elevators, spacious offices, special restrooms, and so on) simplifies visits to the military commissariat for people with limited mobility.
Comfortable working conditions have been created for the employees of the military commissariat, which has at its disposal modern offices equipped with necessary equipment. These are open-plan workspaces, visitor reception rooms, rooms for storing documentation, sports and gym halls with changing rooms and showers, an assembly hall, and meeting rooms with multimedia equipment, as well as a dining room.
Work with visitors is organized according to the standards of the flagship center “My Documents” adopted in Moscow. This primarily concerns the elimination of queues, which were previously constant for many district military commissariats, as well as the creation of comfortable conditions for the provision of military registration services.
In the new building for visitors, waiting areas are equipped with information stands and an electronic queue system. There is the possibility of advance booking.
Thanks to digitalization, citizens residing in reserve and legal entities can access more than 140 military registration services through a single window. In particular, it is possible to register or deregister from military registration, make changes to documents when moving, changing registration or workplace, report changes in family status, obtain certificates, extracts and copies of documents, apply for benefits and other assistance, request documents, and resolve other military registration issues.
In addition, 60 military registration services can be obtained at the “My Documents” public services center, and 24 are provided electronically on the mos.ru portal.
The first visitors to the new building of the military commissariat of the city of Moscow on Yablochkova Street were received on January 19. As of April, it has already been visited by more than 14 thousand people, and more than 22 thousand applications for the provision of various services (registration of military pensions and others) have been submitted.
Moscow City Draft Office
The unified conscription point of the city of Moscow opened in March 2024 on Yablochkova Street (building 5, structure 5) in a newly constructed eight-story building with an area of 13 thousand square meters.
Thanks to digitalization, it has been possible to reduce to a minimum the number of mandatory visits to the military enlistment office by conscripts. In particular, thanks to the transfer of services to electronic form, it is now carried out without personal attendance:
— initial conscript registration for military service;
— notification to parents about the initial registration of children for military service.
A significant portion of deferments from conscription is also provided remotely and automatically. Above all, this applies to the most common deferments based on health status and education.
When it comes to the necessity of personal appearance of the conscript, as a rule, the issues are resolved in one visit lasting on average no more than two hours.
Visitor flows at the Unified Call Center are organized as follows:
— the first floor — a place for general reception of visitors with separation into streams (conscripts, parents, or representatives of conscripts);
— the second floor — electronic data clarification in the conscript’s card;
— from the third to the fifth floor — medical examination rooms;
— The sixth and seventh floors — the conscription commission and professional selection offices, where decisions are made about conscription for military service, referral to alternative civilian service, granting of deferrals or exemptions from conscription, enrollment in the reserve, and exemption from military duties.
For accompanying persons (parents or representatives of the draftee), there is a waiting area equipped with comfortable furniture, vending machines, a press for reading, and informational stands for tracking the route assigned to the draftee. During the wait, it is also possible to receive qualified consultation on military registration issues.
A unified database of citizens subject to military conscription has been created and is maintained in an up-to-date state. This has allowed a significant increase in the efficiency of the conscription offices: instead of 146 conscription offices of municipal formations, a united municipal conscription office of the city of Moscow operates.
The creation of a Unified Call Point allowed to ensure:
— an effective call for military service in comfortable conditions for conscripts;
— digitization of all conscription stages and reporting. It involves reflecting the complete conscription cycle in the system — from printing the summons to sending it to the unit, as well as monitoring each conscription commission stage by the conscript, preparing consolidated reports for the city as a whole and for each military commissariat;
— updating data about conscripts in online mode;
— centralized printing of notices — preparation of mailing lists with consideration of the availability of deferrals, grounds for removal from the military register, and other factors.
In accordance with the federal law, from January 2026 the Single Drafting Point has begun to carry out activities related to drafting citizens for military service in the Armed Forces of the Russian Federation (medical examinations, professional psychological selection, and meetings of draft boards) on a year-round basis.
This means that citizens can be called to the Unified Draft Point for conscription at any time during the year, but the conscription for service will only take place during the established periods (April – July, October – December).
Single point of selection for military service under contract
A unified point for recruitment into military service under contract opened on April 1, 2023, on Yablochkova Street (building 5, structure 1). Registration is also open online on the portal mos.ru. There, a list of documents required to conclude the contract is also posted.

Before opening the military service recruitment point, the building was thoroughly renovated. Craftsmen restored the facade, replaced window blocks, completed interior finishing, updated electrical systems, and improved the surrounding territory. The point was equipped with an electronic queue system, and medical workers were provided access to a unified medical information-analytical system.
Special software has been developed for working with candidates. In particular, it allows the point employees to manage the personal file of the future contractor, automatically generate 15 printed forms, scan and archive copies of documents and photographs, receive and process inquiries, keep records of attendance and candidate progress through the full cycle of selection and testing, record the candidate’s need for accommodation in a hotel until departure. The confidentiality of personal data is ensured by operating within a secure closed environment with three-factor authentication.
More than 100 people work at the selection point: military personnel, employees of the Moscow city military commissariat, administrators, doctors, psychologists, photographers, volunteers, bank employees, a notary, and an employee of the Federal Bailiff Service.
In addition, a new road was built from Yablochkova Street along the territory of the military enlistment office, which provides convenient access to and near the buildings.
Specialists also landscaped the adjacent territory between Yablochkova Street and the new road. Power lines were put underground, the asphalt on the roadway was repaired, pedestrian sidewalks and parking spaces for cars were made, and modern energy-saving streetlights were installed. Grass lawns were laid along the roadway, and trees and shrubs were planted.
