The topic of discussion was the implementation of domestic IT solutions at enterprises, as well as the status of the execution of especially significant projects aimed at import substitution, which are being implemented within the framework of the industrial competence center (ICC) “Automobile Manufacturing.” The meeting took place at the site of JSC “AVTOVAZ”, with the organizer of the event being the ANO “Digital Economy”.

Dmitry Grigorenko emphasized that IT projects for the automotive and other key industries, developed within the framework of the ICQ, have strategic significance. And their implementation is under special government control.

“The applied software has always been one of the elements of competition for companies within the industry. However, the task of import substitution and transitioning to domestic systems, which guarantee production stability and safety, essentially united competing players on one platform for its joint solution. Within the framework of the ITC, companies form consolidated requirements for IT product developers that are necessary for the entire industry. The government supports such projects. Since 2022, 175 solutions have been implemented, of which 7 are used in the automotive industry.”Projects are being implemented at the country’s largest industrial sites. Companies such as “KAMAZ,” “AvtoVAZ,” “GAZ Group,” and others are already working on the domestic system,” noted the Deputy Prime Minister.

The task of the ISC is the import substitution of IT solutions in key sectors. The centers bring together the largest customers and developers on one site to create solutions in accordance with consolidated requests and requirements of the entire industry.

At the ICS “Automotive Engineering” were representatives of 11 leading Russian industry companies, including JSC “AvtoVAZ”, PJSC “KAMAZ”, LLC “UK “GAZ Group””, LLC “Avtotor Holding”, LLC “Simaz”, LLC “AGP”, JSC “AZ “Ural””, JSC “Kama”, JSC “MAZ “Moskvich””, FGUIP “NAMI”. Within the ICS framework, 7 IT solutions are being implemented — particularly significant projects with a total cost of more than 8.6 billion rubles, selected based on the results of the first and second selection waves. Among them are 5 grant projects totaling 2.5 billion rubles.

During the visit to JSC “AvtoVAZ,” the vice-premier familiarized himself with the progress of one of the projects — a domestic system for design and technological preparation of automobile production (grant co-financing — 496 million rubles). The solution allows managing engineering data, designing parts and electrical equipment, creating 3D models and visualizations, simulating the welding process and other technological stages within a digital framework. The implementation of the solution is planned at the enterprises “AvtoVAZ,” JSC “VIS-AVTO,” and “Lada Izhevsk.”Final testing of subsystems before acceptance tests is currently underway.

Two especially significant IT projects for the automotive industry have already been completed. Among them is a digital system developed and implemented by order of LLC “Avtozavod ‘NAZ'” for managing data at each stage of the product life cycle — from the preparation of design documentation to the commissioning of the car. The project was implemented with the involvement of grant support. The solution also includes an equipment monitoring system, which allows real-time management of technical processes, conducting diagnostics, and minimizing downtime.Almost 200 machines and more than 1,100 specialists are already connected to the digital platform. Such digital systems allow uniting all design and technological departments into a single environment to optimize processes. Thus, the system developed within the framework of the ITCC allows increasing production efficiency by 15% and reducing costs by 110 million rubles.

A key priority for the Government in allocating grant support for IT projects is the potential for scaling – applying the solution simultaneously by several companies. For example, completed projects of the ICT “Automobile Engineering” are already being implemented at the largest enterprises in the automotive industry. At the moment, the number of licenses issued exceeds 350.

Within the framework of the meeting with representatives of the IPC “Automobile Manufacturing,” the Deputy Prime Minister reminded about the start of a new wave of selection of particularly significant projects for import substitution. He noted that, in addition to the high potential for mass production, priority in the competition is given to projects using AI, as well as solutions created on an open architecture, which allows refining the system for new customers and adding new software modules. The selection of projects for the new wave will continue until April 27.
