Beijing, April 3 /Xinhua/ — The State Internet Information Office of the PRC has prepared a draft of rules for regulating services using digital virtual humans and began collecting public opinions on this project on Friday.
The project requires that service providers using digital humans — humanoid virtual beings capable of voice communication or other forms of interaction — constantly place a noticeable marking with the inscription “digital human” next to such content.
According to the document, the use of confidential personal information of individuals for the generation and modeling of digital human images must be carried out only with the informed consent of the first.
The project stipulates that no organization or individual may use digital humans with identifiable features of specific individuals without the consent of the latter.
In addition, it is prohibited to facilitate the formation of dependence of minors on services of digital virtual people. The provision of virtual relatives, virtual partners, and other forms of close virtual relationships to minors, which may lead to excessive addiction, is not allowed.
