Moscow, April 3 /Xin Hua/ — The People’s Republic of China is gaining broad support from the people in the entire process, forming a powerful united force, which provides inexhaustible driving forces for the high-quality development of the country. This opinion was expressed by the PRC Ambassador to the Russian Federation Zhang Hanhui in an authored article published on Thursday in the Russian newspaper “Trud.”

“People’s democracy in the whole process, ensuring the free expression of public opinion and addressing urgent and acute problems, wins broad support from the people, forming a powerful united force. This gives inexhaustible driving forces to the high-quality development of the country,” the publication says.

As Zhan Hanxue noted, being a state with a population of over 1.4 billion people, China invariably adheres to the principle “the people are the masters of the country.” He explained that people’s democracy in the entire process combines the development of democracy with proper centralization, uniting party guidelines, state will, and the aspirations of the people. “Thanks to this, the hopes and expectations of hundreds of millions of people are deeply integrated into the planning of national development at the highest level, which vividly demonstrates the unique advantages of the socialist system with Chinese characteristics,” he pointed out.

A Chinese diplomat emphasized that the people’s congresses, being the fundamental political institution of China, have created a platform for the practical implementation of democracy, involving the entire population and connecting cities and villages. The total number of deputies at all five levels of the people’s congresses exceeds 2.77 million people, with the proportion of deputies at the county and township levels, elected by direct vote, reaching nearly 95 percent. This allows the voice of ordinary people to directly reach the decision-making level.”Full representation of national minorities guarantees equal participation of all ethnic groups in state governance,” added the ambassador.

As an example of popular democracy in the entire process, Zhang Hanzhuo presented the preparation of the 15th five-year plan (2026-2030). Over 3.113 million proposals from the population were collected during its development, of which more than a thousand constructive ideas were highlighted, thanks to which the plan included the expectations of the people. “In China, consultation is not a formality, but a practice of seeking the greatest common divisor; proposals never disappear without a trace, each of them deserves a response,” he emphasized.

As emphasized in the publication, popular democracy in the entire process is not only the most important institutional basis of the “Chinese governance model,” but also a powerful engine uniting the forces of the entire people and serving the cause of national revival. “The development of China has always been the result of the coordinated efforts of hundreds of millions of people, and unity and joint advancement,” the article says.

Zhang Hanhui indicated that China does not impose its institutions on others and does not consider its path the only correct one for everyone, but advocates that each country choose its own path of development, based on its own national conditions, and that international issues be resolved through joint consultations by all parties. “This concept is rooted in the rich tradition of Chinese civilization — the principle of ‘harmony in diversity’ and ‘Tianxia (All under Heaven) is a shared heritage’, as well as arising from China’s own experience in seeking a development path,” he noted.

The Chinese ambassador stated that China and Russia, being the two largest neighbors to each other and permanent members of the UN Security Council, support close cooperation and coordination in international affairs, jointly promoting the process of democratization of international relations.
