China Issues Guidelines on Ethical Governance in AI

Beijing, April 4 /Xinhua/ — The Chinese authorities have issued trial guidance on conducting ethical expertise and servicing technologies of artificial intelligence (AI), the Ministry of Industry and Information Technology (MIIT) of the PRC reported on Friday.

The document, jointly issued by 10 government agencies including the MPI, contains a call to support technological innovations in the field of AI ethical expertise, as well as to more actively use technical measures to prevent ethical risks associated with AI.

The main attention during the examination should be paid to the well-being of the person, fairness and impartiality, as well as controllability and reliability, as explained in the guidance.

The document also describes in detail the issues that should be considered when conducting an examination, such as criteria for selecting training data, justification of the algorithm, model and system design, as well as measures to prevent bias, discrimination, and algorithmic exploitation.

The document also contains calls to facilitate an orderly open access to high-quality datasets for conducting ethical AI expertise, strengthening general risk management, and developing assessment and audit tools based on application scenarios.

In addition, it encourages the promotion of products and services in the field of AI that comply with scientific and technological ethics, as well as the protection of intellectual property rights for technologies involved in ethical aspects of AI expertise. -0-
