More than 3 billion rubles will be additionally allocated in 2026 to support the industrial mortgage program, in addition to the funds already provided for these purposes in the federal budget. This order was signed by Prime Minister Mikhail Mishustin. He announced the decision during his speech at the plenary session of the XVI International Exhibition “Innoprom.”
The funds are allocated from the Government’s reserve fund. They will allow continued subsidization of concessional loans previously granted to organizations and individual entrepreneurs for the purchase, construction, reconstruction, and modernization of production facilities.
The industrial mortgage program was launched by the Government on the instructions of the President in September 2022. This mechanism allows industrial enterprises to optimize expenses, and also promotes the expansion of production, the launch of promising projects, and the creation of new jobs.
Loans under the program are issued for a term of up to seven years at a preferential rate. The maximum loan amount is 500 million rubles. The government compensates banks for the difference between the preferential and market rates. In 2026, over 8.2 billion rubles were allocated from the federal budget for this purpose.
“A total of about 1.1 thousand preferential loans were issued under this program for a total amount of over 116 billion,” noted Mikhail Mishustin.
According to him, industrial mortgages helped protect jobs and prevented the closure of many sites after several foreign companies left the country.
