Deputy Prime Minister Dmitry Patrushev held a meeting on support for the forestry sector, attended by Minister of Natural Resources and Ecology Alexander Kozlov and Minister of Industry and Trade Anton Alikhanov.
Earlier, under the chairmanship of the Deputy Prime Minister, there was a broad discussion of issues relevant to the forestry industry complex. During it, representatives of sectoral unions and businesses voiced proposals on priority directions for supporting enterprises in the current economic conditions.
Based on the results, the Ministry of Natural Resources, the Ministry of Industry and Trade, and the Federal Forestry Agency have prepared a set of measures to reduce the administrative and financial burdens on the forestry industry, as well as developed additional tools to stimulate investment activity and increase production profitability. The Deputy Prime Minister supported the approaches developed.
Thus, the list of measures includes the decision to cancel the collection of additional fees under forest lease agreements granted for the implementation of priority investment projects.
In addition, there will be an opportunity to adjust the deadlines for implementing forest conservation measures, provided that the corresponding schedule is agreed upon with Rosleskhoz. An exception is the protection of forests from fires.
Instructions have also been given regarding amendments to the legislation to empower forest users with the ability to use commonly occurring minerals during the construction of forest transport roads. Rosleskhoz will update information on existing roads in the state forest register by September 1 of this year.
The Ministry of Natural Resources, in turn, will provide guidance and support to pulp and paper industry enterprises in implementing programs to improve environmental efficiency.
Dmitry Patrushev also noted the importance of developing additional mechanisms for systemic support of the industry on a short-term and long-term basis. In particular, the issue of allocating additional financial resources, including for subsidizing the transportation of products from the forestry complex, will be worked out.
