Beijing, July 3 /Xinhua/ — On Thursday, China announced a five-year plan aimed at further improving the social security system, enhancing the quality of public services, and raising the living standards of people with disabilities.
The Committee on Work with Persons with Disabilities under the State Council of the PRC has published the “Plan for Ensuring the Rights and Development of Persons with Disabilities during the Implementation of the 15th Five-Year Plan (2026-2030)”, which outlines the main goals, important policy measures, and priority service projects for this period.
According to the plan, China will implement 32 key tasks in seven priority areas, including creating a more sustainable social security and services system for people with disabilities by 2030, as well as promoting their full employment and ensuring a higher quality level of employment.
Furthermore, it declared the intention to ensure higher quality and more efficient provision of essential government services, enrich cultural and spiritual life, enhance the effectiveness of support for people with disabilities through technology, as well as create a more inclusive and accessible social environment.
According to the document, further improvement in the overall quality of life and expansion of opportunities for the development of people with disabilities are expected over the next five years.
According to the All-China Federation of Disabled Persons (ACFDP), by the end of 2025 approximately 27.74 million disabled persons participated in the basic old-age insurance program, and 12.96 million disabled persons received pension benefits. Among the registered disabled persons, about 8.9 million were employed.
