Marat Khusnullin: Interstate green GOST for the construction of apartment buildings has come into force.

Starting from July 1, 2026, a interstate green GOST for the construction of apartment buildings will come into effect. The document was developed by the company “DOM.RF” together with the Federal Autonomous Institution “FCS” with the support of the Ministry of Construction and replaces the national GOST R, which has been in effect since 2022. This was announced by Deputy Prime Minister Marat Khusnullin.

“The new interstate green GOST is a unified benchmark for the construction industry across the CIS and EAEU regions. It is based on real experience in implementing green standards in multi-apartment construction projects, making it highly adapted to the practical tasks of developers. The standard covers all stages of the building life cycle – from urban planning solutions to waste management during operation. Its three-level rating system allows developers to gradually increase the environmental friendliness and energy efficiency of their projects. I am confident that the application of this document will promote the adoption of advanced technologies, improve housing quality, and enhance living environments for people,” said Marat Khusnullin.

The Deputy Prime Minister explained that the interstate standard is voluntary and includes 58 evaluation criteria grouped into ten categories. The document provides the following levels of rating significance: “Bronze,” “Silver,” and “Gold.” To receive “Bronze,” it is sufficient to meet 12 mandatory criteria; for “Silver,” 20 criteria and at least 50% of the total points; for “Gold,” 35 criteria and 70% of the points.

The standard was developed taking into account the practice of the cluster subsidy program for project financing with green criteria from “DOM.RF”, which operated from 2023 to 2025 and allowed subsidizing the construction of more than 1 million square meters of green housing.

“In the current realities, environmental aspects may take a back seat, but in the long term, the winner will be the one who invests in the future now. That is why DOM.RF continues to systematically develop green standards and scale up accumulated competencies, bringing energy efficiency issues to the level of the CIS and EAEU. The updated GOST is a comprehensive tool for market transformation. It provides developers with an additional economic incentive through preferential financing conditions, and to people, a high quality of life,” stated Vitaly Mutko, General Director of DOM.RF.

The implementation of the green GOST will increase the competitiveness of projects and open access to responsible financing mechanisms. Thanks to the regulation of the Bank of Russia, credit institutions apply risk reduction coefficients when constructing A+ and A++ class facilities. This frees up bank capital and encourages developers to move to higher green levels, turning compliance with the standard from a cost into a margin strategy.

Market readiness for the transition is indicatively reflected in the Unified Information System for Housing Construction, where currently 226 designed and under-construction buildings preliminarily meet the basic level of the “Bronze” standard.
