The discussion concerns regional expenditures on one-time material assistance payments, as well as financial aid to citizens who have fully or partially lost essential property.

In March-April 2026, heavy rains occurred in certain areas of Dagestan and Chechnya. The bad weather caused large-scale floods, damaging residential houses, household plots, important educational and healthcare facilities, as well as municipal and engineering infrastructure. By order of the President, a government commission was established to eliminate the consequences of the natural disaster.

Over 2.8 billion rubles were allocated in June for flood relief efforts, including emergency recovery work and aid to affected citizens. The funds also came from the Government’s reserve fund.
