The new procedure for creating reference books of average prices for spare parts and materials will come into effect on July 11, 2026. Insurers use them when calculating OSAGO payouts. The Russian Association of Motor Insurers must approve the editions of the reference books according to the new rules within 3 months.
According toinstructionThe Bank of Russia, when determining the average cost of a spare part, will not take into account the prices of its analogues if they are 70% cheaper than the original, and the average cost of consumables will be determined without discounts. Another change concerns the accounting of costs for disposable parts – seals, stickers, and so on. Now insurers will include the full cost of such parts in the repair cost. Currently, there is a limit – no more than 2% of the price of the replaced parts. In some cases, this does not allow fully covering the costs of such parts.
As a result of these innovations, the average payment for OSAGO is expected to increase by 10%.
