“In accordance with the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin, work continues on the implementation of master plans for 25 Far Eastern cities. Today we will consider the implementation of the master plan for the city of Magadan, the development plan of which includes 45 projects totaling 135 billion rubles. At present, budgets at all levels have allocated 71 billion rubles – this is 53% of the total requirement (including the involvement of treasury infrastructure loans, writing off 2/3 of the debt, the Far Eastern concession, and the presidential subsidy). We will strive to ensure that financing is at 100%.”Work in Magadan is progressing actively. As of today, 10 projects worth 20.7 billion rubles have been completed. Magadan has a new airport, the “Mayak” park, and an engineering school. The road on Pravonaberezhnaya Street has been repaired, eight courtyards have been improved, and major repairs have been carried out on the technicum and the advanced training center. By 2026, another 13 projects will be completed. At the same time, it is quite obvious that this is a large amount of work, and such projects always cause difficulties and require adjustments and monitoring during implementation,” Yuri Trutnev opened the meeting.
In 2025, the Ministry for the Development of the Russian Far East, following the directive of the Chairman of the Government, completed the update of the master plans of 25 Far Eastern cities, and in October of last year, the Government approved the changes. In total, the master plans of the 25 Far Eastern cities include the implementation of more than a thousand infrastructure projects.
According to the Minister for the Development of the Far East and the Arctic Alexey Chekunkov, work on the master plan projects for Far Eastern cities is controlled through an information system: “This is a unified tool used by both regions, the federal government, and federal ministries. Our task is to work systematically. The federal budget is planned three years in advance.”
Regarding the implementation of the master plan in the city of Magadan, the governor of the Magadan region, Sergey Nosov, reported.
“We continue to work on projects, including attracting various sources of funding. Life changes, and plans change accordingly. So, what yesterday was relevant and required funding from the federal budget is today being decided through other sources and other programs. By establishing priorities and the significance of the tasks set before us by the President, we are preparing our proposals to update the list of activities in the city’s master plan. Among the primary tasks are capital repairs of houses, improvement of public spaces, repair of roads and sidewalks.”This year we are starting the implementation of major projects: an infectious diseases hospital, the second phase of shore reinforcement, a solid waste landfill, a museum, reconstruction of the maternity building into a children’s clinic. Construction of a four-star hotel has begun. We are working on a project to create the exhibition center “Russia”. Assessing our capabilities, we understand that we have a unique chance to complete landmark projects by the centenary of the founding of the city of Magadan. I think we can approach this date with dignity,” said the head of the region.
This year, within the framework of the implementation of the Magadan master plan, it is planned to complete the construction of a maternity hospital, a multidisciplinary rehabilitation center, an all-season trampoline complex, the E. Vyalbe ski stadium, and other facilities; improvements to courtyard areas will be made, and electrical and heating supply networks will be laid.
Within the framework of the master plan implementation, the construction of the maritime tourist center continues. Funds for the construction of this facility were attracted by writing off 2/3 of the debt on budgetary loans. The facility is planned to be commissioned in 2027.
A project to create a Marine Logistics Center is being implemented. As of today, the design and survey work has been completed.
Considered the execution of instructions from the head of state, data on the results of the working trip to Magadan in August last year and concerning objects included in the master plan: construction of the Magadan Regional Dispensary for Phthisiology and Infectious Diseases; completion of construction of the Regional Maternity Hospital; strengthening the coast of the Sea of Okhotsk in the Nagayeva Bay area.
“Within the responsibility zone of the Russian Ministry of Construction, there are eight infrastructure projects with a total financing volume of 25.3 billion rubles, of which 8.7 billion rubles are provided from the federal budget. I want to note that the construction of heat supply networks as part of the development project of Gorodovoe Polye, for which a limit of 0.145 billion rubles from the federal budget was allocated, is practically completed — readiness is 98%. For heat main No. 5 “Nagaevskaya” in 2025, 100% of the allocated funds will be used — 2.053 billion rubles.The application for the implementation of the third stage has been approved within the framework of treasury infrastructure credit limits, and the event itself is included in the mechanism for writing off 2/3 of the debt on budgetary credits, which frees up 8.51 billion rubles for the region,” reported the first deputy minister of construction and housing and communal services, Alexander Lomakin.
At the meeting, the allocation of funds from the federal budget under the unified presidential Far Eastern subsidy, provided through the Ministry for the Development of the Russian Far East, was discussed. Since 2023, 13.4 billion rubles have been allocated for 11 activities, including the reconstruction of the Center for Advanced Professional Training, improvement of courtyard areas, and nine social facilities within the framework of the “Far Eastern Concession” program.
The development of the “Talaya” sanatorium was considered separately. “A unique resort is being created. This is a project that goes beyond the ordinary. A modern sanatorium, built according to the latest construction standards, is emerging 300 km from Magadan in the taiga. Works to provide energy are now being completed. The sanatorium is staffed. I hope that this resort will benefit not only the residents of the region, but all of Russia,” emphasized Yuri Trutnev.
“It is important that the launch of the LEP and the Talaya sanatorium is under the special control of Yuri Petrovich Trutnev and Sergey Konstantinovich Nosov. A colossal amount of work has been done, and Kolyma residents sincerely await this event. And I am confident that it will open new prospects for the Magadan region,” said the first deputy chairman of the Magadan Regional Duma, project investor for the construction of the Talaya resort, Alexander Basansky.
Summing up the meeting, Yuri Trutnev drew attention to the personal responsibility of those engaged in the implementation of master plans. “We all work and try to do useful things for the development of the Far East and all of Russia. And still, I would like to dedicate master plans a separate topic. In essence, we are changing the face of our country. If we can implement the master plans, and we are obliged to do so, then the Far East will change, and therefore, the entire country will change. I will insist that this work be carried out with quality and within the deadlines in accordance with the tasks set by the President.”I ask the Ministry of East Development to conduct constant monitoring of how all these tasks are being implemented,” the vice-premier summed up the meeting.
On the same day, Yuri Trutnev visited the Talaya sanatorium and inspected a number of facilities in the eponymous settlement. After a large-scale renovation, the sanatorium has become a modern health resort. It can simultaneously accommodate 364 people in four comfortable sleeping buildings, including a special children’s building with more than 50 places. The Vice Premier familiarized himself with the construction of the LEP in the Talaya settlement and visited the primary school kindergarden built as part of the state program “Comprehensive Development of Rural Territories.”
