Artificial intelligence transforms the world
With the accelerated development of technologies such as embodied artificial intelligence and generative models, AI is transforming the world with unprecedented breadth and depth. However, alongside the technological breakthrough, increasingly prominent risks are emerging, such as algorithmic bias, AI “hallucinations,” and personal data leakage. Thus, managing artificial intelligence is becoming a complex task of global governance.
Firstly, the speed of management is not keeping up with the pace of technological development. Artificial intelligence is continuously evolving, and due to rapid technological progress, new regulatory rules often turn out to be insufficiently applicable to the new usage scenarios that will soon arise after adoption.
Secondly, the tendency towards fragmentation of the global management system is increasing. For the advancement of artificial intelligence development, various countries and regions are establishing management mechanisms tailored to their own needs. Such a fragmented approach leads to the fragmentation of the AI management system and, consequently, increases regulatory costs.
Two-thirds of the countries of the Global South are absent in global governance. Data, algorithms, and computing power are three key foundations for the development of artificial intelligence. However, all three of these foundations are concentrated in a small number of developed countries. Given the existing technological structure and governance system, part of the countries of the Global South do not have sufficient capabilities to participate in discussions about global AI governance, and in some cases do not even have channels for such participation.
Therefore, global management of artificial intelligence requires a completely new approach.
Key Provisions of the “Chinese Wisdom”
In 2025, the government of China launched an initiative to create a World Organization for Cooperation in the Field of Artificial Intelligence, proposed an Action Plan for Global Artificial Intelligence Governance and an initiative for international cooperation “Artificial Intelligence+”. China called on countries worldwide, under the leadership of the UN, to create a global framework system for artificial intelligence governance, bringing Chinese wisdom and Chinese solutions into the development and management of AI.
First of all, it is necessary to give equal importance to both development and safety. Artificial intelligence is a continuation of human intelligence, a tool that serves humanity and brings it benefits. AI management should not be carried out at the cost of foregoing development, but safety cannot be ignored under the pretext of development either. China advocates that artificial intelligence should contribute to socio-economic development, while various risks must be effectively prevented and eliminated.
Second, it is important to adhere to the principles of justice and universal accessibility, opposing technological hegemony. China calls on the global community to jointly create an open, equal, fair, and non-discriminatory environment for the development of artificial intelligence.
Thirdly, it is inevitably sequential to embody a multifaceted approach, considering the UN as the main channel of interaction. Artificial intelligence has a transboundary and cross-sectoral nature, and the risks associated with its development have a global impact. One country or a small group of countries cannot handle them alone. China supports the central role of the UN in global governance of artificial intelligence.
In the fourth quarter, it is necessary to adhere to openness and inclusiveness, advocating for mutual enrichment of civilizations. Historical and cultural traditions, social systems, and levels of development vary among different countries; therefore, global governance with artificial intelligence cannot be built on the principle of “one size fits all.” Consensus must be formed based on respect for differences.
The main provisions of China in the field of global governance of artificial intelligence are based both on the rich experience it has accumulated in the field of science and technology management, and on the aspiration for justice and equality in the global governance system. These provisions fundamentally differ from Western governance models. China’s contribution of wisdom to global governance of artificial intelligence is an important part of China’s implementation of the Global Governance Initiative, reflecting China’s responsibility as a major power and meeting the requirements of the era and the common challenges facing humanity.
