Today it is necessary to develop further approaches to improving the scientific and technological development management system.
Earlier, we thoroughly analyzed the situation that has developed under the conditions of sanctions restrictions, challenges arising before a sector extremely important for progress in the economy and generally for the well-being of the country.
They also determined the necessity of forming a new model for managing Russian science, which is capable of increasing the level of synchronization of activities in the scientific, technological, and industrial fields. In order to continue strengthening the foundation on which more innovations will be created, practically oriented solutions.
Today we will discuss in detail how things stand here.
In recent years, more and more resources have been directed towards domestic research and development. Last year, they exceeded 2 trillion rubles. Russia ranks eighth in the world rating by this indicator. And the volume needs to be increased significantly. The President set the goal that in the next five years they should reach 2% of GDP. Private investments should also be doubled. Today, about a third of expenses on science are accounted for by the business sector.
It is important to continue creating conditions for the entrepreneurial sector to become a key source of funding for innovative developments, for which it is necessary to further develop a comprehensive system of attracting investments.
The interest of Russian business in scientific results and new solutions is constantly growing. Companies, primarily highly technological ones – the fuel and energy complex, metallurgical, space, aviation industries – are increasing spending on innovations. And mainly in those areas where projects of technological leadership are implemented, one of the main conditions of which is ensuring long-term demand for research and development results.I note that today many enterprises, almost half, choose one-time contracts with scientific organizations rather than long-term strategic partnerships.
Innovative projects are a complex process requiring significant resources: time, funds, labor. To create not a one-time product, but a promising technology that will be integrated into the company’s production processes. Therefore, long-term and close cooperation is so important. For this, it is necessary to further develop the institute of a qualified customer, increasing its capabilities.
Our approach to solving such tasks was guided by our flagship projects – “Priority-2030”, advanced engineering schools, and youth laboratories. There will be more such platforms. And these are not only educational programs, but also mechanisms of scientific-industrial partnership, which also help to reduce the time between acquiring new knowledge and developing new technologies and products.
Both university campuses, which are being built today in 23 regions. Each of them is equipped with modern research infrastructure that will help attract more promising young researchers and specialized professionals. A number of facilities have already been commissioned and are operational.
We are also expanding the network of world-class scientific centers. They are designed to introduce the most important science-intensive innovations created in the West into the economy. Recently, a decision was made to launch three more—in the fields of medicine, astronautics, and social sciences. Now all priority areas are actively being developed.
And one more base for innovations – unique installations that we build as part of a large-scale megascience project. This is primarily infrastructure for fundamental research. But it can also be used for applied purposes. Private companies, for example, in the field of microelectronics, work on installations of synchrotron radiation to study components, in pharmaceuticals – to search for new active substances.
All this provides good opportunities for greater interaction between fundamental and applied segments, creating conditions for the commercialization of developments and technologies, and importantly, for the development of the intellectual property market.
Of course, this also concerns medical science. Thanks to research activities and the practical application of its results, including within the framework of national projects of technological leadership, new drugs, medical devices, and instruments are emerging. Also — innovative methods in treatment and rehabilitation.
Regenerative biomedicine, gene therapy, and neurotechnologies are actively developing. All of these are tools for healthy longevity, a way of life that seriously changes a person both physically and in their quality.
Today we will discuss what else is needed for the effective implementation of the obtained results in medicine.
Dear colleagues! It is obvious that a new model of science management requires the unification of potentials and closer cooperation between the state, business, and scientific organizations. The application of unified approaches to planning and managing the execution of works. The fine-tuning of tools for attracting investments and, if necessary, the development of additional ones. Especially with regard to priority areas of scientific and technological development and science-intensive solutions in the implementation of projects for technological leadership.Formation of an effective system of expertise for developments, end-to-end traceability of results – this is the key role of the Russian Academy of Sciences here. Implementation of technologies of artificial intelligence, which we are actively engaged in today. The President keeps these issues under control. He especially emphasizes that in the coming years they should be applied in all sectors, in most managerial and production processes. And also – to improve the quality of research and innovation.
And this is only part of the tasks that need to be solved in order to respond in a timely manner to emerging challenges and, of course, to achieve independence in a critically important sector.
