Dear colleagues!

I welcome you to the annual All-Russian Forum of State Labor Inspectors.

Traditionally, Rostrud has united the most promising young labor inspection specialists from all regions of Russia on one platform.

During its operation, the forum has become a unique discussion and educational platform. Here, innovative methods are being developed to solve a key state task – the reliable protection of workers’ labor rights.

The results of work in 2025 deserve special attention. Thanks to the efforts of Rostrud and its inspectorate staff, the number of accidents with serious and fatal consequences decreased by 11%. Labor rights of more than 320 thousand workers were restored, and wage arrears were paid in the total amount of more than 18 billion rubles. At the same time, it is important to remember that behind each of these figures are saved lives and the destinies of thousands of specific people across the country. The well-being of citizens, confidence in tomorrow, and a sense of security in the workplace largely depend on you.You are precisely the ones who stand guard over the timely payment of wages, the livelihood and health of workers.

The labor inspection system has undergone significant changes recently. The implementation of risk-oriented inspections has allowed violations to be prevented without waiting for mass citizen complaints. And the “No Checks” algorithm has enabled the restoration of labor rights for 93 thousand people without conducting control and supervisory measures.

At the same time, it is impossible to stop at what has been achieved. Among the priority directions of Rostrud’s work remains the development of risk-oriented supervision: this is the development and adjustment of existing risk indicators, the introduction of an employer integrity institute, the implementation of advanced technologies using artificial intelligence and remote methods in supervisory and preventive activities.The implementation of these ambitious tasks is now impossible without the active involvement not only of the young generation of labor inspectors, but also of future inspectors – students of the Labor Institute participating in the forum.

It has become a good tradition to have our foreign colleagues attending the forum. This year’s visit, as before, is aimed at constructive exchange of experience and discussion of best practices in labor supervision.

I am confident that the events planned within the framework of the forum will become a starting point for new ideas, projects, and solutions that will allow further multiplication of the results already achieved.
