China has announced an action plan to stabilize and optimize the use of foreign investments

Beijing, June 22 /Xin Hua/ — The Ministry of Commerce of the PRC, together with other government departments, announced on Monday an action plan for the stabilization and optimization of the use of foreign investments.

It describes in detail 15 measures related to five directions, namely: expanding market access, simplifying the investment procedure, increasing the level of investment stimulation, improving the system of services and guarantees for foreign investments, and enhancing the management of foreign capital.

Within the framework of the plan, priority attention is proposed to be given to expanding access, including to the markets for services, finance, and pharmaceuticals, as well as simplifying the investment procedure in such areas as mergers and acquisitions involving foreign capital, cross-border data movement, and reinvestment by foreign firms in the domestic market.

In addition, the plan contains a set of specific measures to promote the “Invest in China” initiative and to fully provide a national regime for enterprises with foreign capital participation.
