First Deputy Prime Minister Denis Manturov, during a working trip to the Ulyanovsk region, gave the start to the operation of a new enterprise – «Stamp Technologies». The highly automated stamping production is located in the Sollers New Technologies Park on the territory of the UAZ industrial complex.
The First Deputy Prime Minister also held a working meeting with the region’s governor Alexey Russkih and discussed the development of the region’s industrial potential, as well as the implementation of key investment projects.
“Today we became witnesses to an important event at the ‘Aviastar’ site and familiarized ourselves with plans for the further development of the aviation complex, which is being implemented by the state corporation ‘Rostec’ with the support of the Government under the instructions of our President. Every few years, radical changes occur here. I will not mention specific figures, but the indicators for the number of aircraft they are supposed to produce will increase multiple times compared to today’s volume.”This is our joint work: from the side of the federal Government – to ensure investments in development, and already through tax revenues – to improve social infrastructure in the region. I am counting on you here,” noted Denis Manturov.
“The support system helps our enterprises to modernize capacities and create new jobs, which contributes to strengthening technological sovereignty. We closely cooperate with the federal Industrial Development Fund. Since 2021, the FRP has financed 32 enterprise projects totaling 23.9 billion rubles. On our side, we continuously develop and recapitalize the regional industrial development fund. Since 2021, we have financed 122 projects for enterprise development for a total amount of 1.7 billion rubles.”This helped to launch new lines, purchase equipment, and introduce modern production facilities. The high efficiency of the fund is confirmed by the federal rating of FRP: “by the results of 2025, it entered the TOP-10 best regional funds of the country,” emphasized Governor Alexey Russkikh.
At the event for the launch of the new enterprise, the Presidential Plenipotentiary Envoy to the Volga Federal District Igor Komarov, the Governor of the Ulyanovsk Region Alexey Russkikh, and the Chairman of the Board of Directors of PJSC “Sollers” Adil Shirinov took part. In the presence of honorary guests, serial production of body parts for Sollers brand vehicles began. In the future, the enterprise’s capacity will include stamping of all body parts, including for UAZ brand vehicles.All stamping of body parts is carried out from Russian galvanized metal, the supplier of which is the Magnitogorsk Metallurgical Plant. The total investment in the project amounted to 1.1 billion rubles, of which 850 million rubles were attracted in the form of a concessional loan from the Industrial Development Fund (IDF) under the “Auto Components” program. The launch of the new production will allow full localization of pickup truck bodies and the future Sollers SUV.
Denis Manturov also familiarized himself with the plans for launching the production of the full-size frame SUV Sollers S9, which will begin production this year at the Sollers New Technologies Park facilities. The model with a galvanized body made of Russian metal and a winter option package successfully confirmed its climatic suitability for operation in Russia during testing. Currently, a pilot batch of SUVs has been assembled and submitted for certification. Full-scale serial production of the Sollers S9 (S9) with full-cycle technology involving stamping, welding, and painting of bodies will start in September 2026.
