Almaty, June 19 /Xinhua/ — The White Paper on Global Governance published by China represents interest not only as an official document of one country. It is about an attempt to formulate an answer to one of the key contemporary questions about what kind of world should exist during the transition from the old international system to the new one. This opinion was expressed by the chief editor of the newspaper “Delovoy Kazakhstan,” Serik Korzhumbaev, in an authored article.
According to S. Korzhumbaev, the peculiarity of the Chinese approach lies in the fact that Beijing does not propose a revolutionary collapse of the existing world order. Instead, China offers a gradual modernization of the global governance system, based on the expansion of the representation of developing countries and a fairer distribution of responsibilities for the adoption of international decisions.
In his opinion, China offers its own understanding of the term “multipolar world.” In the Chinese understanding, multipolarity means not the creation of new blocs and not the division of the world into opposing camps, but the recognition of the rights of different civilizations, models of development, and political systems to exist without imposing universal templates.
The article notes that for Kazakhstan, this approach to the issue has special significance: the country is located at the junction of the largest Eurasian civilizational spaces, which has historically taught it to build relations with various centers of power without opposing some partners to others. It is precisely for this reason that many ideas promoted by China today largely resonate with the principles of Kazakh multi-vector diplomacy.
Especially indicative, S. Korzhumbaev believes, is that the central place in the Chinese vision is occupied not by confrontation, but by development. For centuries, international politics have been built around the struggle for territory, resources, and influence. China offers a different approach: the main criterion of the effectiveness of the international system should be the improvement of people’s well-being. In other words, security is considered through development, and development — through cooperation.
“Our region is becoming one of the key nodes of Eurasian integration. Under these conditions, the stability of the international system becomes the most important factor of further development. That is precisely why China’s White Paper should be viewed not only as a document of the PRC’s foreign policy. It reflects a broader process of forming a new intellectual foundation for international relations,” writes S. Korzhumbaev.
For Kazakhstan, participation in such discussions represents a strategic interest. The country possesses unique experience in mediation, inter-civilizational dialogue, and building relations with various centers of power, and in the context of forming a new world order, this experience may prove to be in demand as never before, the expert added.
“Therefore, the White Paper published by China should be viewed not only as Beijing’s perspective on the future of the world, but also as an invitation to a broad international conversation about what the 21st century should be — a century of cooperation or confrontation, division or mutual development. The answer to this question will largely determine the future not only of China or Kazakhstan, but of the entire world community,” summarized S. Korzhumbaev. –0–
