From October 1, issuers of digital financial assets (DFA) will disclose more information about the terms of issuance.Directive, containing additional requirements, registered by the Ministry of Justice of Russia.
Information about the issuer itself is being expanded. The decision on the issue will necessarily include data from its bulletin reporting or provide a link to the resource where they are published. In addition, if the issuer has a credit rating, the website of the credit rating agency that assigned it must be indicated.
Special attention is paid to the issuance of credit CFAs. They give the investor the opportunity to receive payments related to payments under the bank loan agreement. When acquiring such an instrument, the investor assumes the risk of non-repayment of borrowed funds, which was originally with the creditor. Therefore, the bank, issuing credit CFAs, must provide the investor with information about the loan agreement and its borrower. If it is about the loan portfolio, then it is necessary to disclose information about its qualitative assessment, including the anchor borrower and the share of overdue payments.
Having such information, an investor will be able to make more balanced decisions when purchasing this type of CFA. These products have a complex nature, therefore they are intended only for qualified investors.
