Beijing, June 18 /Xinhua/ — The State Council of the PRC has published a plan for the implementation of the “Employment First” strategy during the 15th Five-Year Plan period (2026-2030), in which the goals, key tasks, and policy measures aimed at promoting high-quality and full employment are defined.
The plan includes goals for the implementation period of the 15th five-year plan, including maintaining overall stability in the employment sector, providing more adequate opportunities for employment, creating a fairer labor market environment, further optimizing the employment structure, and increasing the efficiency of personnel recruitment based on ensuring a match between vacancies and job seekers.
In this regard, measures are outlined along nine key directions. In particular, this concerns increasing the coordination of macroeconomic policy and employment policy, stabilizing employment in labor-intensive industries, expanding employment in the service sector, and unlocking potential for job creation in emerging industries.
In the sphere of personnel potential development, there is a call to intensify efforts to modernize the workforce, ensure a closer alignment between the supply of educational services and the demand for qualified personnel, expand the scope of professional training in order to improve staff qualifications.
Provides for the expansion of channels for youth employment, primarily university graduates.
According to the plan, support will be strengthened for other key population groups, including peasant migrants and demobilized persons, as well as providing assistance to those facing difficulties in the employment process and to registered unemployed persons.
