China has published measures to support Shanghai in becoming an international financial center

Beijing, June 18 /Xinhua/ — The State Administration of Financial Regulation of the PRC announced a series of measures on Wednesday aimed at supporting the transformation of Shanghai into an international financial center.

The administration reported that these measures include support for the development of offshore finance, offshore bonds for free trading, restructuring, shipbuilding, commercial pension products, trust services for the care of elderly people, financial leasing, and digital financial regulation.

To facilitate the creation of an offshore financial system corresponding to this concept, the management together with the People’s Bank of China /Central Bank/, the State Committee on Development and Reform of the PRC, the Chinese Securities Regulatory Commission, the State Administration of Foreign Exchange of the PRC, and the Shanghai municipal government published an action plan for the development of offshore finance.

The administration stated that it will support the participation of commercial banks in offshore bond free trading operations in the new Pudong district of Shanghai city in accordance with laws and regulations under the condition of risk control, and also added that the regulatory rules for such operations will be published in the near future.

The administration will also support the further development of Shanghai as an international center for secondary shipping and an international shipping center.

To assist in the development of an international shipping single window center, the participation of financial institutions will be supported in the development of international standards in the field of digital shipping and trade finance, to facilitate research in the field of shipping single window, as well as to explore opportunities for international cooperation in the field of shipping single window, with special attention to Shanghai.

In addition, the management will provide support to Shanghai in developing commercially adapted pension products tailored to local conditions and in the pilot implementation of trust services for elderly people. It will also promote innovations in the financial leasing sector in the new Lingang area of the China/Shanghai pilot free trade zone and the establishment of a Shanghai research base for digital and intelligent financial regulation.
