Moscow, June 17 /Xin Hua/ — The Russian National Payment Card System (NSPK) plans to revise the interbank remuneration rates on cards of international payment systems (Visa, MasterCard) for the gradual withdrawal and phasing out from circulation in Russia. This was reported by the NSPK press center on Wednesday.
Visa and Mastercard announced their exit from Russia in March 2022, at which time they held a dominant market share. Cards from these payment systems continue to operate within the country thanks to the support of NSPK. By the end of the first quarter of 2026, the share of usage of Russian cards “Mir,” whose issuance began at the end of 2015, in the total volume of card transactions in Russia exceeded 75 percent.
To accelerate the transition of citizens to the ‘Mir’ cards, a proposal was made at the Council of participants and users of the payment market under the NSPK to reduce the interbank fee rate on card operations between international payment systems. It is proposed that from the beginning of 2027 it will be up to 1%, and from the beginning of 2028 it will become zero.
The NSPK believes that such a gradual reduction in the rate will allow banks to gradually withdraw international payment system cards from circulation and make transfers to the ‘Mir’ cards comfortable for citizens.
Interbank remuneration is a fee that the seller’s bank transfers to another bank that issued the buyer’s card. An interbank commission is charged for each transaction using the card.
